Just a small suggestion to try a ship before you decide to acquire one.
I was thinking something like this; if you want a try a fed ship you travel to esd.
If let's say a galor or d'kora or anything else besides fed, you travel to the planet of the ship's origin, to make this happen, some worlds need to be put on the map.
Kdf ships can try the ship on their home world.
For fleet variants you have your fleet starbase.
If it is not too much to ask, a little cutscene like the motion picture where you take a little tour around the ship before you enter it.

No cutscene or lock box ships, but you can use Tribble to test ships for yourself as well as the game for the devs. Actually, on rare occasions you'll even run across folks who will offer a free test of a lock box ship if they have a box on one of their characters on the main server; they just copy over that character and let you have the Tribble box, then go back to the main server and their actual character still keeps the actual box.

While you're there, check the most recent Tribble patch notes and see if there's anything you can test while playing around with the ship; they don't always solve the reported issues before they go live, but they never fix the bugs nobody reports. ;)

In terms of actual mechanics... we have missions where you're given a particular ship for the duration (i.e. 'A Step Between Stars'), so why not a series of holodeck-based scenarios (in the vein of NWS, except they have a definite end), each of which gives you the stock version of one of these ships to put through its paces? These, I imagine, would be especially useful for the ships acquirable from the LCC.

The problem with these "preview another ship" things is they don't let you customize them at all, and the default builds tend to absolutely stink. (Seriously, Koren, why do you have cannon powers on a Bortasqu' if you're not going to have cannons on it?) Ergo you don't get a good look at the ship's actual capabilities from these missions, and I came out of "A Step Between Stars" on my Fed with the notion that the Dyson was absolute garbage. Now, granted, the Fed Dyson is a piece of junk compared to the Nov or Aves, but it's not as bad when you can customize it as the USS Dyson is in the FE.

I'm trying out a Jem'Hadar Dreadnaught Carrier at this very moment.

There's this server called "Tribble," you see...

Heck, the Devs will just hand you ships on tribble. My Rom's got an Arkif waiting in a box over there.
Everywhere I look, people are screaming about how bad Cryptic is.
    What's my position?
That people should know what they're screaming about!

Thing is also that lockbox ships is not part of the games lore.
Sure they have a little blurb explaining why they exist, but their existence is not acknowledged in any of the story driven content.

I've me to ed this, most notably in the academy post in my sig. So far none of the devs have read it.
My Old Blog about things that could and should have been added when I wrote it. Not sure what I want to do with it now. I'll just keep it available now that most of it is outdated.

Actually, your timeship will be acknolwedged when you do the revamped "Past Imperfect". Your science officer will note that the time circuits are fooling the Enterprise's sensors.

Used to be you could go to Tribble and try c-store ships for free. I guess seeing how bad they were cut into sales so they stopped it. :D

Tribble is the best way to test at the moment, but it's not available to all players.

Ideally there would be something like this:

PVE Sampler/Testing Instance - not directly connected to the game

1.) a 'Library of ships and gear'
2.) players can 'withdraw' a ship & gear for 1 closed run, stf, or mission.
3.) ship configurations can be unique, or drawn from a list of popular configs.
4.) nothing can be earned (dil, ec etc).
5.) players can use this 2x a day for free, or pay a 'service fee' of 100 dil to use

To the OP: How would visiting home planets work for Tholian, Elachi, Hirogen, and Undine ships? I don't think that you'd just be allowed to fly to Tholia, or the Elachi Subspace Cell, or a Hirogen fleet, or a major Undine city or shipyard and borrow one of their most powerful ships...

Could be a good function for the Holodeck/Holosuite. For an energy fee you can try a ship in a holodeck simulation for 20 minutes.

True, but most of them can be tested at the lobo consortium then I guess.
Never crossed my mind about the tholian, elachi and other ships
