So I put $25 in my Steam Wallet, then open the ZEN Store in-game, and click "Buy ZEN", and instead of bringing up the "Pay using Steam Wallet funds" prompt, my default web browser opens a page to the ARC billing site. I can't get a refund for the $25 I've put into my Steam Wallet, and there isn't really anything else I wanted to use it for, other than paying for ZEN.
As far as I know, Steam is not and has never been an option for purchasing zen (or any of the previous versions of Cryptic cash shop currency). The options that are available are listed on the billing page.

That's entirely inaccurate. I purchased Zen through Steam last week, and have been able to since S6.
In fact when I filed a support ticket about having the same issue as the OP, I received this as a response,
"Hello,
Thank you for contacting us.
I understand that you are having issues purchasing using Steam Wallet.
Your Steam wallet is where you can find the money you have placed into your Steam account. This money can be used to buy Zen in any of our games currently on Steam. To make a purchases using Steam, you must first login into the game via the Steam client. Downloads and logins from the Perfect World website will not be able to connect to Steam.
Once in game, go to the cash shop and click the ""Buy Zen"" button. This will bring up the Steam overlay. From here, you can either chose to use funds that are already in your Steam wallet to purchase Zen, or you can add funds to your Steam Wallet to purchase Zen with. Any Zen purchased via Steam will go directly into the game you are logged into, no transfer required.
Thank you for your cooperation."
Obviously a copy-paste response, but it -is- suppose to be supported.

As I said, I'm talking about the ingame ZEN store, not the ZEN purchasing area of the ARC/Perfect World website. If that support page is still up, more than likely this is a bug wherein the last patch broke the Steam UI integration. I've not gotten a response from PWE support to this effect, and what with the "Buy ZEN" tooltip telling me it's going to open a website, I can't tell what's going on.
