Choice 4: I would much rather see the voice actor money spent giving us new end-game missions.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
A new star.
Captain voice have been discussed over and over, but people tend to forget how broad the customization in STO can be. I'm pretty sure a 1m tall alien would not sound the same than a 2.5m tall ones, or a klingon and an orion.

Well... what if Cryptic makes an in-house version of audio manipulation freeware like Audacity and include a voice manipulation section in their character creation? Like, make a "Human Male Voice #3" which you then create a filter for during character creation. Then whenever that voice is reading lines, your custom filter is rendered over that voice clip?
Aw, who am I kidding? This would involve massive upload and download requirements.
Anyway, would still prefer a new star from the shows to come and do a voiceover.

1. A new star to perform a voiceover
2. My captain get a standard voice from existing voice actors
3. Halfdone voice over should be done completely
Well where do you go for ? (...)
Option #4: New voiceover talent for new characters.
No offense intended towards Dave Rivas (voice actor). I think about James Doohan (Scotty/TOS) who performed numerous voices during the TAS series. One actor, many voices.
I think Rivas's Sub-Commander Kaol voice was the final straw. Professional voice-over talent acting chops aside, I feel like I'm listening to Captain Ka'Vell Shon. Or Hakeev. Or ... (You get the point. This ain't the late Mel Blanc's ability to remodulate the voice a thousand ways into something completely different.)
This would involve massive upload and download requirements.
I suspect that it might be possible to put a lot of the required code on the client side, but the game engine would then have to incorporate a text-recognition app to convert the script balloons into audio voice output. I expect that no matter how the dev's were to parse the data, it would add lag to missions. That said, I would actually like to be able to select a voice for my captains. Of course, there will be those players who will make "comical" choices, like giving a 1-meter tall faerie a basso profundo voice, and the like...

The Voice Acting so far (as a newcomer to the game) has been pretty lame. It's nice to hear familiar voices again, but there seems to be a lack of directing given to the actors. They really shouldn't sound like they're reading from a bit of paper.

[edit]Seriously? I can't do all caps?
Support 90 degree arc limitation on BFaW! Save our ships from looking like flying disco balls of dumb!
New star to do another episode's voiceovers.
Don't care about "completing half-done" voiceovers, most of those are for text I click through replaying the mission/playing it on new alts anyway.
And assigning me (My captain) a voice is just plain "don't go there" territory.
Aye. Ignoring OP's attempts to narrow options to the ones he wants, I'd go with this one.

There's a previous discussion on the voiceover topic here:

It's time for Cryptic/PWE to utilize NEW voice-over talent. Tim Russ (Tuvok/VOY) set a new standard of excellence with his STO work.
But if I had to choose from the list above, I'd say: Option #3 (Halfdone voice over should be done completely).
Hell NO to Option #2.
Live Long And Suck It. - Wil Weaton
Having them read one line was annoying and felt cheap, or the 'shouts' that did not match up to the dialogue was distracting.
No to option 2. with so many species to pick from, made up races and also having all your alts sound the same, everyone would just end up hating it.
