I don't know if a new precedent has been set or it is a bug but the Fleet Module cost for the new Patrol Escort if you don't have the C-Store ship is FIVE.
May be deliberate so people can't pick the Fleet version up 'cheaper' than the C-Store version, but remember this is a single ship for a single character, there are no unlocks involved and being the Fleet version you would not be getting the Console.

I looked through it in the past and never noticed it, was always one or four. After this last sale I now am only missing two Federation ships from the C-Store, but there are still quite a few Fleet ships that still cost four modules for me. I didn't look closely but I assume that they must be Refits that don't have a Retrofit level upgrade available.

Yep, you are right, just checked the Wiki and the Fleet Advanced Heavy Cruiser Retrofit, Fleet Dreadnought Cruiser, Fleet Caitian Atrox Carrier, and the B'rel Fleet Bird-of-Prey Retrofit cost five modules.

Never seen the rhyme nor reason for some being 5/1 instead of 4/1.
It's not that it's 2k Zen vs. 2.5k Zen, because there are both 2k Zen boats that are 5/1 & 4/1 as well as 2.5k Zen boats that are 5/1 & 4/1.
It's not that some have an innate bonus that carries over to the Fleet version, because how could you explain the Atrox vs. Kar'Fi & B'rel vs. T'varo. Are Feds being charged for the hangar of the Atrox while the KDF is not with the Kar'Fi? Are the KDF being charged for the EBC of the B'rel while Romulans aren't being charged for the EBC of the T'varo? Is that why the FPER is 5...because it has the tailgun of of the PER? But it's also lacking the console of the PER, so wouldn't that be akin to the T'varo and Fleet T'varo?
It's just a mess, imho - not consistent. There's probably been a dev post about it...but I probably wrote it off as being an inconsistent fickle mess and ignored it.
Heck, to make things worse (imho) - you've also got the 2.5k Zen boats that are already Fleet quality without having to buy a Fleet version - so why are there still 2.5k Zen boats that you need to buy a Fleet version to get the Fleet quality?

I had been thinking of a way to simplify all this Refit/Retrofit and multiple ship C-store package mess but have not fully fleshed it out. Some initial thoughts however:
For the 3-ship packages simplify it to one ship with one Universal Console Slot, sell the consoles and ship skins separately and in packs of the three different.
So for instance, the Solanae Science Destroyer C-store ships. It is a 10 console ship so you have nine consoles fixed and one universal that can be made either Tactical, Engineering, or Science.
The base for this ship is determined by the developers as 3 Tactical, 2 Engineering, 4 Science, and 1 Universal. With the one universal you could make it any of the three variants - 4/2/4, 3/3/4, or 3/2/5.
So you get one skin and no consoles for the same 2500 Zen (you are getting a Universal Console slot instead for this same price). The base skin for your purchase would either be fixed by the name of the former 'pack (Vesta for Vesta, Kumari for that, etc.) or let it be select-able. Skin packs that unlock the other two can them be priced at whatever. Consoles can be sold individually or in packs of all three. Now the pricing of the skins and consoles should be so that if you got all three consoles and the other skins the total cost is still 5000 Zen for the 'ships'. This way they still get the 5000 Zen they would for the three pack and would prevent people from being locked out of getting the equivalent of the three pack because they already purchased one. While I didn't look closely this morning, considering I have all Federation C-Store ships except two, there were still an awful number of 4 Fleet Module upgrades in the Ship Selector. Must be lower level or lower level Refits that jump directly to the Fleet for an upgrade. Good way of not having account unlocks for upper level versions - just charge each character who wanted one 2000 Zen.
It has been speculated by others on these forums that the ban was not from CBS but may be Cryptic itself not wanting to do this because, if that particular icon was available, it may affect the sale of other ships.

The Reason why bundled ships are fleet level is becasue they come with a 3 console set, that requires all them to be owned to get use of, now, if they werent bundled, they would only have ever made one version of the ship, not have a console set, and added them to the fleet store as well.
they were not going to make a 50 dollar ship bundle, that also required another 5 dollar purchase to make it upto par with fleet level ships. players would be outraged.
so even if you could buy them seperately, for the purpose of your argument. (taking away special xconsoles and extra skins and selling them as 1 ship) you would have to compare them to 1 NON-Bundle C-store ship, they would have to charge more than 2500 zen to keep it balanced as it would still have fleet level stats, even if you had to buy the consoles seperate.
It's supposed to 5 modules for ships that have an integral weapon or ability, not attached to a console. The tail gun, the phaser lance, transwarp drive, EBC.
I don't know why the Atrox costs 5. I suppose the Cryptic answer would be that it unlocks the Stalker fighters, but it apparently doesn't actually do that (beyond the two blue hangars it comes with).

Well like the Andorian ships, the Stalkers are only unlocked for a particular character on the account if you have the Atrox (or Kumari, etc. for Andorian Phasers) if you have the ship in your active 'drydock'.

We have seen new ship offerings of late - the Dyson 3 pack to which they also made available a nine-pack. Galaxy three pack of three different ship spanning two Tiers.

and that has nothing to do with what your asking for. it's 3 ships, that arent related to one another except the fact they are exploration cruisers, or variants of. which is the only reason why they are bundled, you cant compare it to the vesta, kumari, or odyssey, they arent all the same ship

It's the Universal "slot anywhere" console slot that will make this idea not work, the stats for said ships have to be fully known before opening it/claiming it, you cant have a "floating console slot" \ to pick where you want after claiming it.
Some fleet ships, especially in the tier 5 shipyard, still require the full FSM cost even if you own the zen boat. Yeah, no discount, which is a shame.
Thats becasue the discount only applies to the T5 c-store being owned, i personally think they should discount for any c-store version owned, even if not as much.

The retrofit version has a 2000 zen cost attached to it. It is not freely given. If you're talking about tokens awarded to gold players, then I don't know.

I just hit up New Ship Requisitions on Nivuh (my toon in a B'rel) and the cost for a B'rel Fleet is 20k FC, 1 FSM, and 1 MFSP. It's discounted down from 5 FSM to 1 FSM.
The Galaxy Bundle is not the same but added for completeness as you stated that Bundles were sold for Fleet level ships. Not so here but still needed 5000 Zen to make it Fleet level, and was a new type of sale item.

As far as the Universal Console why do you think you have to pick what it is - it is Universal, put any console that can be put on that ship and change to whatever you want whenever. Put a Universal Console, Science, Tactical, or Engineering. Same concept as a Universal Bridge Officer slot. Put the Universal Console slot on its own line.
That's Even worse. they would have to go in and Recode every single ship in the fleet grade bundles to have this new seperate slot (as they would all be forced to conform to the same slots regardless of what variant they were using of any of the ships), and they would have to change the UI to show these new slots, and not to mention once a universal console slot comes out, people will be begging for more of them so they can put their universal consoles in them without sacrificing their main slots.

as i said, they dont sell skins anymore, and if your only buying one ship, in which they'd have to do a lot of re-coding for to get that "floating universal you get to pick where it goes" and buy the skin pack and console pack for as cheap as the bundle total, when you'r technically making 3 seperate purchases?
Huh? If you buy one of those bundled ships separately, it is still 10 consoles. I never once said make them 9 console ships. This is just an idea of selling these special ships differently, as they have multiple consoles FOR those ships - you can't buy them without owning the ship (you know unlock). Never said do this for the other single ships in the Store; just these very special ones.

yes you can buy 1 of the ships for 2500 zen. but compare it to say the new Patrol Escort refit. also 2500 zen, buyt 9 slots.
The Reason why bundled ships are fleet level is becasue they come with a 3 console set, that requires all them to be owned to get use of, now, if they werent bundled, they would only have ever made one version of the ship, not have a console set, and added them to the fleet store as well.
they were not going to make a 50 dollar ship bundle, that also required another 5 dollar purchase to make it upto par with fleet level ships. players would be outraged.
so even if you could buy them seperately, for the purpose of your argument. (taking away special xconsoles and extra skins and selling them as 1 ship) you would have to compare them to 1 NON-Bundle C-store ship, they would have to charge more than 2500 zen to keep it balanced as it would still have fleet level stats, even if you had to buy the consoles seperate.
I don't know why the Atrox costs 5. I suppose the Cryptic answer would be that it unlocks the Stalker fighters, but it apparently doesn't actually do that (beyond the two blue hangars it comes with).
Well like the Andorian ships, the Stalkers are only unlocked for a particular character on the account if you have the Atrox (or Kumari, etc. for Andorian Phasers) if you have the ship in your active 'drydock'.

4,000 Zen, two ships out of three have nine consoles. To get those ships to 'Fleet' specs would cost you two Fleet Modules, or 1,000 Zen. Total cost 5,000 Zen but instead of three ships at 'Fleet' level 10 console status you only have two. Likewise, though three consoles are involved, only two are part of a set; the third only usable on the Dreadnought.
Vesta Bundle (current method)
5,000 Zen, all three ships are 'Fleet' grade 10 console ships out of the 'box'. The three consoles from the three ships are all part of a three piece set. No Fleet upgrades required or needed.
Vesta (proposal)
One ship - 'Fleet' grade 10 console ship. This is 3/2/4/1 T/E/S/U. No consoles, you choose one 'skin'. You now have no consoles but a ship of 'Fleet' grade that allows a much wider use ability with the one Universal Console slot.
Vesta pack unique consoles - 500 Zen each - want all three - 1,500 Account unlock - Claim
Other two skins - 500 Zen each - total 1,000 for all three.Account unlock - Claim
Total cost for everything - 5,000 Zen as in the traditional sales method, but you have a bit more flexibility from the start. Those that want a console, have at it for 500 Zen each. Those that can't be bothered with the special consoles - you don't have one you are not going to use anyway.
Bought 'one' already? You are not penalized if you want more at a later time - pick up skins or not, consoles or not. You may be happy with the Vesta 'skin' only but do want all three special consoles. Total cost 4,000 Zen for this arrangement. Most people pick a version of the three ships to use and commission the others for the consoles and then dismiss them. No need here, just purchase all the consoles you may want and you have a very flexible ship,
As I said this is just some ideas being thrown out. No one said that just because things were done this and that way before that it has to be done that way in the future. We have seen new ship offerings of late - the Dyson 3 pack to which they also made available a nine-pack. Galaxy three pack of three different ship spanning two Tiers.

and that has nothing to do with what your asking for. it's 3 ships, that arent related to one another except the fact they are exploration cruisers, or variants of. which is the only reason why they are bundled, you cant compare it to the vesta, kumari, or odyssey, they arent all the same ship
It's the Universal "slot anywhere" console slot that will make this idea not work, the stats for said ships have to be fully known before opening it/claiming it, you cant have a "floating console slot" \ to pick where you want after claiming it.
Thats becasue the discount only applies to the T5 c-store being owned, i personally think they should discount for any c-store version owned, even if not as much.

That's why I asked if you were seeing that with a Token purchase instead of a Zen purchase. My B'rel was a Zen purchase...
As far as the Universal Console why do you think you have to pick what it is - it is Universal, put any console that can be put on that ship and change to whatever you want whenever. Put a Universal Console, Science, Tactical, or Engineering. Same concept as a Universal Bridge Officer slot. Put the Universal Console slot on its own line.

That's Even worse. they would have to go in and Recode every single ship in the fleet grade bundles to have this new seperate slot (as they would all be forced to conform to the same slots regardless of what variant they were using of any of the ships), and they would have to change the UI to show these new slots, and not to mention once a universal console slot comes out, people will be begging for more of them so they can put their universal consoles in them without sacrificing their main slots.
