My suggestion...remove all cool down reducing abilities...everything from doffs, to tactical initiative, to doubling up abilities.
This "nerf" would make space battles the epicness they should be. Without cryptic having to keep on the path of pushing one shot kills.

No no its just crazy. If we removed coolsown reductions them there's no telling what the consequences could be.
8472 fleet ahead: 3 dromias, 6 nicors, 1 vila vs your ship you built well enough to withstand such odds and survive before pre cd removal. now imagine the cds gone, 8472 gw's everywhere, 1 after the next after the next, 8472 knockback beams interrupting you each and everytime. after a few moments your dead no matter how much you spam, it catches you out on reflexes for that split second.
current estf tactical insta death torpedoes firing every moment, destroying your player fleet within seconds... and your aim was to destroy the tactical cube before it progresses...
in pvp, insane builds become so insane in fact that the idea of competing with such players is a 1000% chance of death and failure before the match even started. sci players would consistently spam mini photon-gw torpedoes, gw's, scramble sensors, mask energy signature. tactical cruisers like the excelsior would become a significant problem having heals and tactical abilities to spam for self heal and dishing out spam damage by beams of death none stop.
tactical players in escorts of any type of t5 and full canon build, would be hitting evasive every other moment, rapid fire bursts with massive damage potential, and those limited heals would make the defiant/bug ship/scimmy/andorian ship and such even more tankier then they were designed for, and could potentially ruin entire pvp fleets on the other side by raiding, retreating, raiding and retreating, enough that these poor players fall for it and get picked apart, especially the more troublesome ones.
as if pvp was more about p2w then skill as it is, it will be even more critical without the global cds and such.
Klingon players would be more or less impossible to stop like the romulans with battle cloaks. charge in at an odd angle, decloak, fire with all abilities, then cloak just after the opening burst, evasive around, decloak do the same again and again and again.
it would be utter foolishness.

While i see some merit in the OPs idea... I can say for a fact that.. itll never happen...
Who do you think came up with the aux2bat template? and then decided to buff it even more?
The Devs... want proof? Watch any of the vids where Devs are running live playthroughs of content... and look at their trays and setups... Aux2marion on almost all the ones ive seen.
Taking out such things would mean that *gasp* players would have to think about strategy, and judge on the best times to buff up and go for the kill. Pressure damage would also be a thing again.
'Course if it were up to me, I'd remove traits and active doffs completely. But yeah, most won't like it. Too much work involved, too much EC invested, so on and so fourth.

I think this change would rein the power of players just enough to make all upper level NPCs difficult and menacing...just like they should be
