Couldn't we just throw all these other species into the C-Store as Universal Options? Save for the Alien Generator (where people can create just about any species they can think of) there's something desired by having that unique species coded specifically within the game.
If the Cardassian, Vorta, Jem Hadar, Suliban (Republic specific?) and whoever else were added to the C-Store, both as character and bridge officers, people would buy them. Furthermore, if people were suddenly able to play as a Cardassian, and were able to promote Cardassian bridge officers, I bet a fair number of said people would then eye up one of them Cardassian Cruisers (from the Lock Boxes).
Speaking on Lock Boxes, the earlier ones (Cardassian and Ferengi specifically) could do with a revamp; throw the Keldon (or a new design) into the Lobi Store? Various Lock Boxes could also include additional costumes too - then again, so could the Lobi Store.
The same would be said for anyone who could play as a Vorta or Jem Hadar with bridge officers of the same; the Jem Hadar Bug, Jem Hadar Heavy Escort and Jem Hadar Dreadnought would look that little bit more appealing.
It's seriously unlikely we're ever going to get a Dominion Faction, and I'm not too optimistic about a Cardassian Faction either at the moment. This would save you (Cryptic) needing to worry about it. If you allow people to play as, and fly as these other factions within the existing three, then you don't need to trouble yourself with individual expansions.
You could charge 1000zen per character, and (with that) throw in 3-5 unique missions per species, explaining their route into said core faction. I'm not talking about Cardassians or Jem Hadar having gone through the Academy, I'd rather them simply have chosen to aid in the goals of whatever faction they choose.
A Character costing 1000zen (with 3-5 missions), a Bridge Officer costing 500zen (I figure most people would aim for at least six; two of each career) that's a further 3000zen, a Lock Box Ship (anything from 125zen upwards) or a Lobi Ship (800lobi; using 4 crystals as minimum, you'd need to open 200 boxes, so that's 25000zen) plus additional lobi costumes (200lobi; again using 4 crystals as minimum, you'd need to open 50 boxes costing 6250zen)
If I've done the math right, you could have some people paying up to 35250zen for non-affiliated character and crew, with their own ship. A tad excessive, but you get the picture. Cryptic could make a killing here, and we all know that some people would pay this much.
i dont do alien gen toons, because it shows the race to be alien. besides the cardassians need more then what they got, especially just below the nostrils and just above the top lip and more then just 1 or 2 head types.
and a lot of people try an alien gen fail jem hadar. if one were to create a jem hadar, it would a jem hadar and not some half botched attempt at it.
same with these people coming up with tiny bodies and a massive head, what the laws of gravity changed somewhat specifically in that region of the deck plating? or these ridiculous massive upper torso's and these skinny little legs.
getting playable races like breen, cardassian, jem hadar, vorta and various other federation races missing like the zakdorn and romulans joining starfleet. i mean there is a lot of potential, but it would depend if PWe want to try it and if CBS willl veto it or pass it.
T6 Miranda Hero Ship FTW. Been around since Dec 2010 on STO and bought LTS in Apr 2013 for STO.
I suspect this kind of caper won't happen (at least for the Cardassians, Vorta and Jem'Hadar) lest Cryptic repeat the mistake of putting those species ships in lockboxes before realising they could make them a playable faction in their own right.
As for other species, specifically historical Federation members and KDF "alllies", it's long overdue. Xindi, Yridians etc.
You're just a machine. And machines can be broken.

They'd just have to build a couple of intro episode series and then have a jump off point into the main Iconian plot.
