On Cardy I am guessing never. They shot themselves in the foot by putting the Galor in a lock box on that one. the same with the Dominion. As there are already playable Breen ships, I would also say that they won't either.
However it is not the elephant in the room as it has been talked about multiple times, so no one is avoiding talking about it.

I think, at this stage the only ones that have potential are the Cardassians, and even that's unlikely. Excusing the Galor argument (which is a lame one at best) the Cardassians are the only faction that is both desired, and is in a position to be implemented.
The Dominion are their own faction, and for the time being at least want nothing to do with what's going on with the Iconian plot (though no doubt they'll be involved in the war at a later stage when they become threatened). I doubt there's any chance of the Breen either, they're a complicated species that seem to act more like drones than anything else.
Hopefully the Borg will never be a playable faction, and the same for the Dominion. They are both the traditional "bad guys" from various series so it would just be a bit odd. Plus there's still no true peace between either of them and the current factions.
Rather than a new faction I would like to see some sort of smaller scale expansion of existing minor factions like Andorians, Vulcans, Orions etc. they have a few ships in game and you can play them but their homeworlds are seriously neglected. A wider variety of ships for all tiers from these races would add something to playing them as your character.

I've mentioned it before in another topic (I'll have to dig it out later) but I'd be in favor of lock box species (such as Cardassian) by where the best reward is a unique species character token which is enabled for any faction.
If said option was a Cardassian, you'd start with a faction specific ship for Levels #1 - #10, then you'd be required to use your faction ships until you hit Level #40 where you'd again be able to use a unique ship, with a Fleet Upgrade at level #50. Lesser rewards would be bridge officers for said species.
They could do this for a whole bunch of species, Cardassian, Suliban, Vorta, Jem Hadar etc

Think, F2P players need to purchase their additional bank and inventory slots. Then make it a token for use on a new character. That would entice people to start multiple alts and them these new alts would need their own rep gear and fleets, therefore pushing more $$$$ in Cryptic's direction.
Might also show the player base that they appreciate people want to run alts.

Seems to me with the delta quadrant push, they could open a few totally new space zones outside the Jenolan sphere. In there you have 3-6 new species with a new homeworld that joins one of the three factions.
Like having Talaxians choosing to side with the federation as they know of them. The Kazon seeking the strength of the Klingon Empire. Maybe the krenim to the Romulan Republic to maintain a level of neutrality. They get an intro similar to Virinat and are rescued by the respective alliance members Then travel up through their own arcs while aligned. And as usual the Romulan aligned race at level 10/11 chooses which of the two major factions he/she wishes to favour. So you put the most popular race there.
All factions grow. All new adventure areas are set. Desire for even more races with ships and abilities met.

kazon are not fools despite their low intelligence, they know combat and how powerful words and diplomacy is, considering how much each kazon sects fight each other and other alien races. with the right leadership the Kazon race could become something of a significant threat. however Kazon as i wrote are not fools because they dont trust uniforms of any types because of their enslavement to the trabe until recently. Kazon would never willingly serve an enemy, even when there is no other choice.
