I've had this issue myself, particularly on CE, on high and low graphics settings. The lag on starbase defense and SB24 is so insane for me now I wouldn't notice the issue if it did happen lol! It is a massive pain in the TRIBBLE I will say.

I run with all the graphics settings maxed out and I still get this issue, I don't get the shield visuals for my ship but I get them and the weapons visuals for EVERY other ship on the map.
And the fighters graphics seem to outweigh ours when it comes to the engine.
I just want to be able to turn off having to see other peoples fighters.
It also seems to happen to me when someone decides we need photonic fleets and/or re enforcements. We then have to deal with fake ships we don't actually need using up more of the engines resources.
Oh and if one gravity is good them FIVE must be even better.

There are just too many effects happening at once.
That would make sense. Problem is that the Cryptic Engine is not capable of doing this.
Long story short - this issue has been around SINCE LAUNCH. And it's an issue in both STO and CO (not sure if NW gets 'busy' enough any time to have issues, but it would have it there too).
The Cryptic Engine is only capable of displaying so many effects on the screen at once (any type of energy weapon, any type of torpedo, shield arc display, visuals like plasma fire, etc etc etc). Once you exceed that limit, things get removed RANDOMLY to keep under that limit.
There is absolutely utterly nothing you can do to fix it. It is an engine issue.
And again, this has been an issue SINCE LAUNCH. It has been an issue in Crystaline Entity since ALWAYS. It has been an issue in Starbase Fleet Defense (the 20 man) since ALWAYS.
This has not been around since just Season 9. It has ALWAYS been an issue. The engine can not keep up with huge numbers of players and NPCs all shooting each other, space or ground (although I dunno if I've ever seen it happen on ground, as the Voth Battleground would be the only busiest place to see it really).
EDIT: Cryptic also refuses to say anything in any thread talking about it because they know there's nothing they can do fix it (short of reduce the ship spam, which won't happen).
There are more issues since S9.
the point I was making in the bug forum though is that even though we already know all that, part of the problem - aside from them constantly adding more effects! - is just dumb players. Many people seem to think if they have a button they need to push it. There is just so much pointless overkill.
Here is something I faced the other day. Was doing the Voth battlezone. Everything would be fine until this one guy showed up. An Engy with 2 Engy BOs. So we had turrets and turrets and turrets and turrets and drones and drones. It would become unplayable. but once he left things would be normal again
