Well, the title says it all. Ever since S9 launch I've been having A LOT of all that, but it has gotten much, much worse in the last few days. The game is absolutely unplayable, at least for me.

So have you tried using the 'patch' and 'game' proxy options, located in the Options Menu of the launcher???

I set patching/gameplay proxys to US and there's no difference; same hiccupy jolts that makes it impossible to play.
hmmm..... Try using the 'pathping' network diagnostic, which uses exactly the same syntax as the 'tracert' command, (e.g. 'pathping patchserver.crypticstudios.com'),
and post the results. This will tell us if the issue is with your ISP, or elsewhere...

Well, I suppose my STO days are over. I contacted my ISP and they said there is nothing wrong or at fault with my connection. Then again, this is Venezuela and my ISP is government-owned CANTV, and if indeed there's something wrong there is nothing the will do about it, so I'm pretty much screwed.
I haven't been able to play the game for over a week now. I barely have time to login, refine dil and start Undine rep projects before the SNRs, lag and rubberbanding start to kick in. Pretty soon I'll run out of Undine marks and won't be able to grind for more to progress beyond T4. It's utterly annoying and frustrating.
What really irks me, though, is this: just about *everything else* I do online seems to run fine and dandy except STO. I download all sorts of TRIBBLE and stream music and videos all day long with absolutely no problem at all, speed and average download times are still the same.
How do you explain that, Cryptic, hmm?
What does "unable to allocate performance buffer" mean? It keeps showing in all my NetTest results, which btw are always the same. Those are the last three I did at 15 minute intervals.
I find it really odd that I'm consistently getting all zeroes in columns 2 and 3 (not to mention the low numbers in column 1, of course). Could that have something to do with being "unable to allocate performance buffer"? Is there a way to fix that?
I tested all those ports using this tool and they all came out as closed. Is that normal or unusual? Is that the cause of the straight zeroes? Should I talk to my ISP about closed ports?
Regarding testing conditions: I usually connect to the internet/play the game on my laptop, using a wi-fi router connection via ADSL modem. Both modem and router are hooked up to my desktop computer. Do I need to run all these tests on my desktop in order to get more reliable numbers?
Lastly, I found this very useful tool (PingPlotter) that does a tracer test and -apparently- a pathping test at the same time. I keep getting dropped packets at (you guessed it) Cogentco every few tests (auto-ran at 15 sec intervals) and even from Cryptic's patchserver2. Take a look.
