We all know that skills, builds,doffs and boffs affect a ship's performance but my question is, which ship provides the "best" sort of "base" on which to build a pvp "master" ship, one feared by all! I have my own opinions but am interested in the opinions of others here, based on their experiences in the pvp arena. What is the best "foundation" ship or "ship platform" on which to build a ship for each faction, Fed, Kling and Rom. Your thoughts?

I was wondering what others believe which is the best "ship platform" on which to build a ship that seems to work well for everyone, or at leaset the largest number of people.
As to it, Is the scimitar so awesome that people cringe when it uncloaks in pvp? It has always seemed slow to me.
Generally its the Scimitar, bug ship, or some science, usually a temporal science vessel. Post 3 is indeed most likely messing with you. As you can't take anything you want with the way Cryptic fields ships currently.
Bug ships have annoyingly been pre-dominant since they came out for tacticals if your going for mobile heavy hitting platforms. Scimitars cause hurr durr DEM/FAW/Aux2batt spacebar spam and watch as you melt people past their shields no matter what buffs they have. Generally you see engineers using variations of FAWscorts, galor (or ships with similar loadout), or a cannon based cruisers with DEM if their not going full blown tank and nothing else.
Science is the most flexible, temporal usually being considered the best for both factions, but feds having multiple science ships that work great, such as nebula or multi-mission explorer. Tholian carrier works to.
Currently most people fight scimitars 1v1 by using something like a bug ship and hovering just outside their range during their buffs and running in to smack them during the short period between aux2batt spammed buffs. Generally Scimitars cloak once they realize you won't sit conveniently within their range for them to shoot at. Requires a ship with a build that can maintain a ridiculously fast speed continuously, relatively good hull, and can put out stupid amounts of burst damage, like the bugs, so OP ships vs OP ships.

The problem is with the Scimitar is everyone uses it.
When all but a select few scimmy decloak I cringe (not out of fear) and then facepalm. The ship is just the tool, the thing to be feared is the PILOT wielding the tool, Daniel-san
I agree, best is whatever you can make work. Yes, there are a number of ships that seem to be used more than others, but that doesn't mean they're the best or have some drawback.
Some examples:
1- Wells with its triple cylinder - I myself find the console a bad one shot save since you can just follow the ship back visually. The best part, if you're using an aftershock doff and had recently used GW or Tyken's, once they finish their backstep, if it procs, a rift or a gravity well just pops up as soon as the rewind finishes.
2- Romulans ships - That -40 power penalty makes them all more vulnerable to energy drains, specially builds that don't spec into power insulators or speed to get away. Smart pilots just use the subspace jump and cloak or romulan cloak to get away, but the slower ships like the Scimitar are vulnerable if they are bad captains.
(Assume respectful tone of voice) The general consensus seems to be leaning toward the scimitar at the moment. That being said, in a one-on-one private match, what ship "platform" could be built up to be most likely to beat the scimitar?

I like the Hafeh on the Romulan side and the Patrol Escort or Tactical Escort on the Fed side for PVP. Of course, don't forge the Jem Hadar Dreadnought and Scimitar.

Other than that, Palisade is good, and I've heard good things about the Recluse. Nicor is popular, too. Avenger and Mogh aren't bad, either.

Arguably the best science ship not called a science ship, tough, surprisingly flexible and has a cloak.
That flexibility is why I suggest it in this context.
Seems to me OP was asking, what is the best swiss army knife in game.

Something like a JHAS, Nicor, etc. being flown by a terrible player will still be a terrible ship in their hands
