my suggestion for the set consoles on the lock box/ lobi and zen ships would be, that they are account bind not character bind. i think it dont makes much sense that i have to have all the ships on one char in order to have/use the set bonus. i dont need e.g. 3 dreadnought warbird on 1 char or 2 temporal ships.
if the consoles are accountbound one can easily shift the consoles between the chars. so i could use for example the tal shiar adepted destroyer on a tact char and the tal shiar adapted battle cruiser on a different char (maybe engineering). because for me it makes no sense to buy a ship and not using it.
in order to use the consoles i have to buy the ships anyway so practically not much would change despite the fact that i am able to use the consoles on different chars (which still have to have at least on of the ships)
the other restriction should stay as they are (e.g. ship class restriction)
they're not gonna do that, because it would take away the point of including console boxes as a "consolation" prize in the lockboxes, not to mention severely TRIBBLE off the folks who payed 25M+ for their plasmonic leeches lol.

And the once you've got one full set of consoles, you shunt them around from character to character. Which would be a change from Cryptic's current system where if you want to use "Set A" on 4 characters, you've got to buy the necessary ships to collect Set A 4 times.
Yes, I got your point. What I'm trying to communicate is that it runs counter to Cryptic's intentions, which are deliberate. Their insistence that you buy multiple sets for multiple characters instead of them all taking turns with one set isn't an accident or oversight- it's the way they want it to work.
