I remember months ago the devs saying that secondary deflectors were coming to all science ships and would function similarly to the dyson science destroyers' secondary deflector.
Did this idea get scrapped?
If not, when will we see it?

The Secondary Deflector Bonus was very underwhelming, to the point where it didn't matter at all if it's there or not.
Underwhelming? Remember that we only have two models available to us at present: the one that comes default with the Advanced DSD, and the one that came from the anniversary 9-console DSD.
One does radiation damage as a DoT on most skills affected by Flow Capacitors. The other does extra shield damage, which is then shunted over to you as shield healing.
Personally, I find the qualificative 'underwhelming' a little laughable: it doesn't sound like you even really gave it a chance. Here's what the Solanae secondary deflector amounts to for me: I fill 5 science power slots with as many of the powers it affects, use them... and I'm set for shield heals. With a good flow capacitor score, it ends up being everybit as good for me as other potent shieldheals such as EPtSx, TSSx and STx. I survive Elite STFs with this.
The Solanae Secondary Deflector is no laughing matter. But of course, if you just stuff up with GravWell and selfheals, you'll never see the benefits from it.
This said, when secondary deflectors will come out, it won't only be a matter of some ships getting an extra item slot. Items have to be made to actually fill them. An exhaustive item list - expect something just like warp core-style diversity.
You'll have secondary deflectors giving bonuses along with acting as an healer. You'll have others lending some extra oomph to your crowd-control power like Tractor Beam and Gravity Well. And others adding something to your debuffs, similarily to the Deteriorating and Solanae secondary deflectors. You'll get common versions, and rarer versions. You'll likely see other special secondary deflectors come up as well.
If you like science ships and using science powers, odds are there's a secondary deflector effect you can look forward to.
They said that it wouldn't be ready for the S9 launch but would be coming out during S9. You have to take into consideration the sheer number of Secondary Deflectors they'd have to create...it's not a simple nor quick task.
