graphics issues

I recently came back to STO from a 2 month break to find season 9 had been released and i was thrilled...until i logged in and found that my game looked like this

i was quite perturbed by this but, things happen as change occurs so i went and fiddled with my settings....after about an hour of doing everything i could think of that image is exactly what the game looks like running at maximum capacity. as such its almost unplayable on account of everthing in game being an indistinct blurr like im playing it full screen at 800x600 resolution. so, in an attempt to reach out to the community at large for a possible solution, since i have invested a rather significant sum of money and time into this game since it was first announced and i absolutely love how it plays, even if it does occasionally have its odd moments of frustration, it is still my favorite MMO of the current era and i don't want to have to quit it because cant afford to buy a new machine at the moment and absolutely can't pay it the way it looks, on account of it looking exactly like how i see things when i take off my glasses

here is my DXDIAG info https://www.dropbox.com/s/yqsm08zcklbylyc/DxDiag.txt

You need to turn off half resolution. If the menu doesn't work, you can type /renderscale 1 into your chatbox to turn it off.

    Murphy's laws:
1- Murphy’s Law tells us that anything that can go wrong will go wrong.
2- And anything that does go wrong will get progressively worse.
3- And if you survive the first two laws it’s time to panic.
