White Doffs are useful early in the game since you generally do not have much ECs to buy the ones you want from the exchange. After a while though they loose their useful except for fleet grinds (I am not part of a fleet) as you build up the quality of your Doffs.
The only use I have for white Doffs (except the refugees) is to put them up on the Exchange for sale to earn some side money and the recruiting XP you get from doing those recruiting missions at the Academy.
Note: My doff roster is an equal opportunity roster and I value any doff regardless of color, race, beliefs, or ethnicity.
However, as you gain more and more higher quality Doffs and you do not increase the number of Doff slots you will most likely be replacing your white Doffs with higher quality Doffs.
White doffs are for starbase food. Sell them, buy fresh green doffs, puree them into white doffs, and repeat the process. Then go and buy some real doffs.

FYI, breaking down blue Doffs is more economical per Doff. More of a pain to sell though.

If you're enjoying the doff game, two per type isn't a bad rule of thumb until you start getting better quality doffs. There are certain ones where more is helpful (Assault Squad, Transporter, and Energy/Projectiles for all those KDF-side marauding missions, for instance).
I know most folks are down on the dil cost for using the upgrinder to turn white doffs into green, etc. I hate the cost, too. Unfortunately, for Romulans, it is about the only way to get decent Romulan doffs, and for those few of us who prefer to keep our ships staffed by a Romulan crew, it is an expensive proposition.

The number of Doffs you "should" have depends on how you want to play the Doff missions. It also depends on how much Zen you want to spend on your Doffs. 100 Doff slots costs 725 Zen I believe, but don't forget that sometimes Cryptic does a 15% discount on services which brings down the cost.
I have a total of about 302 Doffs for my Fed toon with a total of 400 Doff slots. I find that around 300 - 400 is about the "sweet spot"... at least for me. I could have just 300 slots and Doff'ing should be fine, but since the 100 Doff slot service was on sale back in Feb 2014, I decided to bump up from 200 slots to 400 slots. I do a variety of missions so having more Doffs means you have a better selection (but not always ideal Doffs) for the various missions. I concentrated mostly on Diplomacy, but somehow focused on Military along the way. At this point in time it is a race between Diplomacy and Military to level 4 commendation, both are around 2,000 - 3,000 XP away from max level.
On the other hand I have done very well for myself with only 200 Doff slots for my KDF toon. I am hovering at around 190 Doffs right now. I focus a lot on Maraudering because that's how you get free provisions, some potential for prisoners and most importantly some potential to get contraband. I have around 500 contraband sitting in my inventory waiting to be turned in for dilithium. While I am doing fine right now (most commendations are level 3), I am very likely going to buy another 100 slots. Trying to hold out for the next sale. I am pretty heavy on the various security and tactical Doffs since they are required for marauder and military missions, but I also they to have enough other Doffs so that I do not neglect any of the 11 or 12 different commendations.
