I just reinstalled STO, haven't played since back in hmm s8? Whenever the romulans came. Took me a day to get the game to actually run (yay) but now that I'm ingame, nothing works.
I haven't added a subscription, I don't actually remember having to do so? Wasn't/isn't STO F2P?
Open mailbox, old mails, delete mail? Nothing happens.
Call GM? Times out.
Chat tabs+boxes are showing, but no text anywhere, no ones chatting?.
Hit enter to write something? Not even an editbox shows up.
Try to move my ship? It will rotate in place but not fly. Try to follow someone? Nothing happens.
Leave system? Nothing happens.
Transwarp? Nothing happens.
Open dilithium store? Nothing happens.
Log out? Nothing happens.
So do I need a subscription for anything to work or what is going on >_<?

Your system specs are defiantly not your bottleneck, although what I have highlighted seems to be part of your issue as of your post.
One last thing, depending on how advanced you are in making adjustments to your system (and I take no resposibility for any issues inccured if you do not know what you are doing) please follow the steps in this thread to disable core parking on your cpu and let me know if it helps with some of the UI issues:

... 180ms is the recommended upper limit for Network Latency, so a quarter of a second latency is a big deal.
The other thing is that a Latency value that high is usually associated with 'dropped packets' that can effect your connection quality, even at much lower Latency values...
The way to check for 'dropped packets' on Windows OS machines is to use the 'pathping' command, which uses the command syntax as the 'tracert' command.
I believe the issue lies between your ISP and a company that is a backbone of the US internet framework called, CogentCo. They will throttle back certain ISPs. They did it a lot to Verizon customers last year. They wanted more money from Verizon for their customers using the internet for Netflix. Verizon refused because of the contract so CogentCo throttle packet loss for Verizon ISP customers. It went on for months. Verizon had to get judges and lawyers involved numerous times. I would google search CogentCo and your ISP and see if they are having disputes.
