Editor back on, but publishing disabled?

So last night it appeared that the Foundry editor was enabled. Reports are however that publishing missions is not available.

Is this intentional? Was the editor supposed to come back up without publishing, or was it not supposed to come back up at all? We did see this happen on Tribble when the Foundry was first enabled for testing, though it was corrected later.

I was able to republish Darkness between the Stars after making some small tweaks.
