Absolute bargain: Mirror Heavy Cruiser Retrofit.
Got one for an engineer alt where I will never join a fleet, grind for reputation stuff, etc.
Thing is a piece of joy with four nacelles and more ability than I thought possible in a cheap-end ship. I think I paid around 100,000 ECs...an amount I think I could get in 1/2 hour of blowing up easy Klingons in sector space nearish Earth.
I've put nothing but Mk XI blue stuff all over it...some were rewards from missions, others I bought for near-recycling value. I won't win a fight with a lockbox ship that has uber-uber stuff, but it's still a blast to fly.
Best Value for the Cost I've spent: Now, if you've got 100x more credits hanging around, the Jem'Hadar Dreadnought Carrier is a $%&*TRIBBLE beast. It costs around 100 million ECs in the exchange (or 800 Lobi from Lobi Store); And again, no fleet required to buy it. I'll admit mine is supplied with top end stuff, but someone who does Romulan rep only could easily outfit this thing with nice Rom plasma weapons plus space set and Scorpions as fighters.
I don't always use a Lobi Store ship, but when I do, I fly a Jem Dreadnought.

500 Zen isn't going to get you a great C-Store ship - anything at that price will be an entry-level ship like the Miranda you start with. However if you get the Oberth science vessel it comes with an Enhanced Plasma Manifold console that you can put on any ship - it works like a shield battery.

Now, now, now... only for long-subscribing Golds, not just LTS.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

Only leaves five or four slots for universals, neutronium or the like.
Sometimes, running a two tac console ship is fun, as it forces you to think in broader terms than just straight DPS.
If we're talking all the available ships, I have to reccomend the Chell Grett and the Risian Corvette.
Both free for the grinding, the Chell Gret is a really decent nippy battlecruiser, the corvette is actually a great escort.
And, if you have a toon with one already, its apparently going to get a lot cheaper to set up other toons with them.

I already have the Scimitar bundle for my Tac Rom and just recently tried it on my Sci Rom character and surprisingly powerful. On my Fed Eng I run Obelisk, Slow but powerful tank. I have Fed Tac thats sitting there with a basic rear admiral ship. I suppose the biggest problem is gear at this point but the ship itself is pretty ugly.

I have a Nebula on my sci captain - I hate it. It used to frustrate me when I would take it into Fleet Alert and I would pound on a enemy for 10 or 15 seconds just to put a dent in it, and then someone in an escort would come along and blow it away with one salvo of torps or cannon fire.
I agree it is really durable, though. I eventually got a Vesta for him, but that still wasn't good enough. I'm playing mainly on a tac captain now.

No sci ship will ever be as good as a properly set up escort at vaping an opponent.
But, let go of the DPS monkey and let the fleet nebula pull you into its spell.
Mine doesn't do as much damage as any of my escorts, but when I want something to stay put it goes nowhere....and neither do any of its friends.
One of these days i intend to build a torp nebula, just for fun.
The best tanky yet maneuverable battle cruiser for the KDF is arguably the mirror negh'var. It may lack a little bit in the tactical boff department but it makes up for that in crowd control (ability to slot Grav well 1) and tanking (plenty of room for Emergency Power to X powers and heals). Admittedly, it is expensive (probably around 2-4 million on the exchange), but I believe it one of the best non-fleet battle cruisers you can get for PVE. Did I also mention it looks bad TRIBBLE?
Hands down, any ship you can get for EC is a lot of bang for the buck. Most are lobi or lockbox ships, with 10 consoles and nice features. EC is just too easy to make, even though these cost a lot, there is almost no other use for money in-game (well, you could buy keys instead).
Second runner up would be the fleet vet ships for those who have access to it. Flexible "jack of all" officer seating in a modest turn rate, modest durability, cannon capable platform, 10 consoles, low end fleet development requirement, and only 1 fleet module to buy. This ship is reasonable for any build apart from pure tank or pure science, and any captain can give a good solid performance in one.
One of these days i intend to build a torp nebula, just for fun.

Do this with a Falchion, obviously you would need a ROM, but the death and destruction is great. Pop Em pow to AUX, Torp Spread, Grav well group, pop cannon spread and attack. Best part is if you only blow one ship right away that ship going boom may start a cascade effect.

Any of the Level 40 ships. Contrary to popular belief in the P2W myth, these ships are perfectly usable for the majority of people.
maybe, but they are far from ideal as everyone goes up a step towards other ships when they can, it writes up a tonne as far as t4.5 ships are concerned. a solid t5 is a better choice, except the likes of galaxy class types.

Fleet excelsior is a beast, really suits my playstyle. with a bit more improvement it can kill anything if can get the chance to upgrade it as such.

Actually if you want to farm episodes, you could outfit your RA ship with enough gear to run STFs for free. Maybe not ESTFs, but definitely STFs.

Ahh, BG, its been mentioned a couple of times in other threads, but its not been officially announced afaik.
Bascially, it appears that once you grind out a ship on one toon for the summer event, subsequent toons get a heavy discount.
A system message pops up the first time you log into a toon with a corvette after the new season.
Speaks of a discount.
As it happens, I have two toons with half finished corvette projects.
Both appear now to be finished, although I cant claim the ship.
The discount sets the price to either 40 or 400 favours. The text isnt clear.
If this mechanic gets applied to all the ship grinds, I may even forgive the grindaversary debacle, well forgive it a lot.

Best EC bargain ship, KDF: Mirror Vo'quv. It last in PvP, and can mount frigate. Alternatively Mirror Qin
Best grind ship (when available): Obelisk for carrier, and the Ambassador/Kumarag (yes, it beats the free Dyson)
Cheapest Zen ship, Fed: The Steamrunner Retrofit -- essentially a poor man's Bug ship, and at 15 dollars is very, very good deal
Cheapest Zen ship, KDF: Kar'fi. 2000 zen, and attack oriented, frigate capable carrier
