Can't trade my Kit in

I have the Spire Engineering Kit - Enemy Neutralisation Mk XII.
When I visit my T3 Spire, the Vendor only offers new kits/modules to buy. I do not have the "Trade-In" tab on my UI. I therefore can't trade in my kit to get the new equivalent.
Is this a known bug? I have tried leaving my fleet and joining a new one, also visiting other fleets, and nothing works.
Not sure what I am doing wrong.
