2nd & 3rd Technician Doffs Unslottable (Bug or ?)

I noticed today that all 3 of my techs got kicked out of their slots, and when I tried to slot a second it wouldn't let me. This information is not in the patch notes anywhere that I could see. Is anyone else having this problem?
