when i am on the new esd i feel like i am in a shopping mall not a space station i like that they have done it up but i feel they have made it more shopping mall then station i half expect to find a new model space car parked on the starfleet badge in the centre with people handing out leaflets

ESD is a major hub for the Federation; it's not just a Starfleet facility. Beings are coming and going to ESD from all over the galaxy, and since ESD represents Earth (and the Federation) it should feel welcoming and provide an atmosphere expected of a peaceful society.
taco did admit they looked at shopping malls, airports and mass effect when designing it.
For good reason. Malls and airports are designed the way they are for a very good reason. There's a reason malls have 'anchor stores' and many of the features they employ (yes, even the kiosks in the middle of the aisles are made to be there). Next time you see a 'Piercing Pagoda' in the mall, look around and see what stores are around it.
Makes perfect sense to me that you'd design a place where people tend to mill about....using designs from other places people tend to mill about (malls, airports).

It does have a bit of a feel like that, but thats not necessarily a bad thing.
Think of ESD as the main hub airport for earth.
It's not just a military installation, thatd be Utopia Planitia.
Yeah, it's the federation home base, we're welcoming, not trying to intimidate people. And I don't know if this was the OP's intent or not (hope it wasn't) but for the love of Cheesus people, stop trying to find stuff wrong with season 9 and welcome it with open arms. If you'd stop looking at the glass as half empty, you might actually find time to enjoy whats in the glass

Yes space dock is the main federation hub, but it's not just star fleet. Multiple nations come there, that's why it looks more like an airport than a military instellation.
