Least amount of effort for the most amount of revenue. Cryptic/PWE figured out the combo that works for them so expect more of the same until players wise up.
If Cryptic was not going to add more Reputations, then there would be absolutely no point to limiting the Reputation powers to 4 passive ground / 4 passive space / 4 active. As long as the content in each reputation is fun and there is interesting equipment available, then I will keep on doing Reputations.

*Side note on the calls for exploration: Who would want to engage in the actual tedium of exploration? Most explorers in human history were just glorified land surveyors. Similarly, exploration was simply noted in the Captain's Log and the shows moved on to better stuff.

They shifted things like story and personal development to the players some time ago. The game can be whatever you want it to be. All the tools are there. Use them or don't, the company only cares if you spend money.

You think so? I think ESD, the new costume options, the improved npcs, the new space and ground sets (Phaser boosting! Thank god!), revamped story missions, and shiny toy's therein are all very creative and cool.

Well, trying to be scrupulously fair, this season has a number of major mechanism fixes. Kits, rep powers and how they progress.
To my mind, a bit of a curates egg, but I see the idea.
It is also about tying up the story arc from the last two seasons.
There's also the possible future expansion.
All of which means it will be a leanish season in other respects.
