If I buy the Spire and Romulan Kits for Engineering... and they come preloaded with the mods they now contain after the revamp... can I slot the Turret IV and Shield Generator IV on the same belt/Kit?
You cannot change stock kits.
"Old" kits will stay in the game, but you cannot change them, in any way.
New kits = 1 x Empty belt for powers + Powers that "slot" in (you buy the powers separately)

But you can trade in the old Fleet Kits for the new version. The whole idea of purchasing the old Fleet Kits before tomorrow is that trading them will give the new Fleet Kit Frame, Fleet Kit Module, and maybe the level 2 and level 3 kit modules. So for the price of the Fleet Kit Frame and Module, you get 4 additional modules. Whether that is actually true remains to be seen since it requires a Tribble Fleet with a Tier 1 Spire.

No. Too much work for the devs to do it for every kit. The Fleet Kits have a huge cost associated with them and there is only 21 Fleet Kits available (Mk X to Mk XII and 3 for each career) while there is a ton of non-Fleet Kits available.

Not as many as you would think. At Mk X purple there is only 18, 6 for each branch(19 if you count Borg Medical analyzer). It is considerably more if you take into account all of the lower quality ones.

Obviously if they do the Mk X ones, then they have to do the Mk IX, VIII, and VII. So it amounts to how far should Cryptic go? Obviously Mk I and Mk II are not necessary, but people could make the claim about Mk III and Mk IV being added. So it is just easier to do the Fleet Kits and not touch the rest.
