Its a consumable one-shot device. Click it and poof. You'll need several Jevonite to craft it (5?) and the mission is only at Memory Alpha (iirc). I used it once and didn't notice it's effect. Then again I used it during t the MU event and so much was happening I couldn't tell if it worked at all :P
3. You have to craft it using the Duty Officer System.
4. It requires Jevonite, which is only available through trading duty officer missions.
5. Jevonite is usually better used for other duty officer missions where they can be turned in for Dilithium.
6. It's just not worth using for most missions. Queues are usually pretty easy, and if you're in a situation where you need it, it's not going to make much of a difference.
That being said, make sure you have it if you are running a premade NWS, Crystalline Entity, or PvP. It will help a bunch in those scenarios, and with a premade you know what your other mates are running.

Fortunately its not that bad. It only requires 3, but it does have a low success rate without good doffs. It's also available from anywhere, just from your engineering tab.
Source: I have about 50 of the damn things and I use them for the examples I gave.

Ah, my bad. To be clear, from the tab or from the Engineer in the bowels of the ship. Some missions can only be obtained from the engine room ...
The only good thing for me here, if I even wanted to do this which I dont now, is that all I have is bridge. I have one of those wonderful ships that goes nowhere beyond the bridge.

It's still good for the reasons I listed. It's too expensive for regular pub play though.

My concern is how much does Jevonite cost?

The Duty Officer mission only costs 2000 EC. With a purple trading doff it's a guaranteed success. Look for them around DS9.
