Well ok it's not going to be in Season9 sorry for the disappointment, but I'm writing this because I think a lot of people have this on their mind. When will the leap to Fleet vs Fleet pvp events take place?
Here's my idea to the Dev's.
We should have an event that allows for fleet vs fleet pvp action. Fleets will be tasked in capturing territory on the Galaxy Map and each territory will have different values to it. Fleets can use these values to produce "war supplies" for the war effort - as part of the story line. In other words it's not a conquer all goal, but a strategic planning goal. This event will be a daily 3-4 hr event where fleets can capture open territories or attack the territory another fleet is holding. This will increase the need for larger fleets since no one wants to be constantly losing territory while they are out capturing new strategic points. Smaller fleets will be limited, but they may form alliances on their own by asking other fleets either not to attack or to help defend their locations. Ideally fleets will want to have at least 2-3 teams up to capture territory and defend it. The system should be based on territory values and how much a fleet can produce relative to the territories it captures. In other words conquering more territory than everyone will not guarantee victory. Fleets will have to decide what they are able to capture and defend and what they will have to give up. The goal will be that after a territory is successfully held for one day a fleet can then produce "war supplies" to generate points. The longer a fleet retains a captured point the more they can develop it and ultimately generate more supplies. So it may be possible for a fleet to hold on to one territory during the entire event and beat everyone if everyone else is constantly losing their territories. At the end of the event the fleet that generates the most "war supplies" will win a very rare and unique prize that the devs will have to come up with. I hope it's going to be something noteworthy so that people are very motivated to participate in these fleet action events. It should be a monthly event and a monthly reward so that not everyone is going to be running around with the prize. This way we can have some healthy competition between fleets. The event should be done on each time zone separately so that the guys in Germany won't have to be up at odd hours of the night to participate and the guys in US won't have to worry that the Germans will capture the territories while everyone is asleep. I would suggest creating a time zone option on the galaxy map that each fleet will get to play on. The locations on the galaxy map will remain the same, but the "color" will change as each fleet will have its own unique fleet color and each territory they capture will be marked with that color. Another fun idea might be to introduce fleet consumables that can be used during fleet pvp, things that are actually very powerful and also very expensive besides the normal call in fleet support. None of those npc ships that shoot and heal mindlessly. We will need something that will allow fleets that are weaker to use fleet operational assets to level out the playing field a bit. This gear should give bonuses in the way that efficiency does for power levels so that weaker players can reach higher levels while higher geared players will gain very little from these items because fleets running all T3 fleet gear on T5 Fleet ships will wipe everyone out each time. In the end that wont be fun for anyone. Also I really think strategy should be the key to winning this more so than each individual battle... so that you can lose the battle, but still win the war.
Thank you for anyone that read all of this and I hope the devs get some ideas flowing because I know a lot of people would like to see something more from fleets other than long grinding.

If the extra long grind and feeling of inadequacy wasn't enough to stomp out small fleets, having a T2 face off with a year-old T5 definitely will!
