Suggestion for two new consoles

Another attempt to balance the 3 factions...
Everytime i suggest to nerf the valdore console people cry bait&switch or don't toach my beloved and hard earned/bought valdore and because probaly all future lockboxes will have a faction neutral universal console, add one faction unique passive console for fed and kdf for the next tier 5 c store ship (can't be claimed by roms)

FED:
Advanced weapon relays:
+1% energy weapon proc chance and +17% torpedo/mine launcher proc. Rep procs are excluded.

or/and

Improved procs:
Phaser: 2 subsystem disabled
Disuptor: -15% hull resistance
Polaron: -35% energy to all energy levels
Tetyrion: X shield damage and lowers shield resistance by 2.5 for the next 10 seconds. Stacks 3 times
Plasma: Deals X plasma damage over 20 seconds and -5 hull resistance. Hull debuff stacks 1 time
Antiproton: Adds 25 CrtD and 0.5% CrtH (not total, just for each ap weapon)

Photon: 33% that the next photon launcher ignores the 1.5sec global torpedo launcher cooldown and the normal 6 seconds cooldown
Quantum: 33% that the next quantum launcher shoot don't miss it's target
Plasma: Deals X plasma damage over 15 seconds and -7.5% hull resistance. Hull debuff stacks 1 time
Transphasic: 60% bonus shield penetration and -2.5% shield bleedthough for 10 seconds. 1 stack total
Chroniton: 50% chance to reduce flight speed and turnrate for 10 seconds
Tricobalt: Tricobalt torpedo get +20% defense and flies 15% faster

KDF got plasmonic leech but it's already avaible for feds and roms thought lockbox/exchange and the tier 3 vandal destroyer. They should still get a faction unique console

Prototype weapongenerator:
Adds a 2.5% chance to all energy weapons and 33% to all torpedo/mine launchers that X% of the dealt damage ignore shields and hits hull
100% against npcs
25% against players

and/or

Disturbed shield systems debuff on the enemy:
2.5% proc chance for all energy weapons to reduce shield healing by 10% and shield resistance by 5 for 7.5 seconds. 1 stack total
33% for all torpedo/mine launcher to reduce shield healing by 15% and shield resistance by 7.5. 1 stack total and overrides the energy debuff vesion.

Okay...now criticize that i am a noob and should l2p or nerf op(Original Poster,not overpowered) ,saying romulans got -40% energy and are already balanced that way or just yell that i should dig a hole and die inside of it or just sighing because the first sentence got the word balance in it ...i am ready for your hatred!
