I don't know how long you've been around so for the sake of conversation I will assume that you've arrived within the last 3 years.
A few years ago, they had pools and petitions running. The concept was sound, healthy and well used, but it unfortunately also had the side effect of making people think that just because they could get tons of votes, it also meant that whatever the results were, was supposed to go into the game. (Basically flamewars).
They shut it down, and made the very clear statement that polls and petitions were new off limits on the forums forever.
It's not that I disagree with the fact that I'd like to do them, but it just dosen't end pretty, and I am sure Cryptic burned their fingers... Basically I don't see it happening.

I'd like to add that before F2P it was (with very few exceptions) "one person one vote" because you had to buy an account so people with double accounts were realitvely rare.
Nowadays it's much easier to make 10 accounts and vote for yourself.;)
Cryptic once had a poll not far back as I recall in which the Krenim won. And a simple fix is new accounts, and those that don't have at least 5/10 posts cannot vote. The real reason we don't have them is obvious, they don't want to make it easy for peoples opinions and how they feel about a lot of things in this game to be made so easily and clearly seen.

The problem is that we have to hold a poll to see if you can hold a poll to hold a poll, then we can hold a poll to see if you can hold a poll, but we have to hold a poll to see if we can hold a poll to see if you can hold the first poll to hold the poll to hold the original poll that we had held a poll for in the first place.
Read the different suggestions... Still dosen't solve the underlying problem:
When you have metrics, saying people want A, they expect to see A... in the next patch... Preferably it should already be in the game when the poll ends.
No matter if people pay for an account, have duplicate accounts or not... Dosen't matter.
People will still flame Cryptic if they don't start working on something the second after a poll is over, and that is something none of us wants to see again.
Lets take the last poll i took part in: What should be the next playable faction...
Took them 3 years to get the romulans in, people were kicking and screaming while waiting "bwaaaa the poll said you'd put romulans in", and when it finally was pushed to the live server "bwwaaaaa... Romulans were not what I expected when I voted".
No... I love polls... It gives a sense of what people want, but untill people have grown up, and realize that making software is not like flipping a switch, or even that polls are not equal development time, it must stay away from the forums.

This is one of the reasons I still believe the poll that gave us the romulan faction was fudged so much. I'm fairly certain people just voted 20 times each and things like Exploration and Interiors were much more honest.
