Could be.... but I'd guess if ANYONE has a method to uncover undine infiltrators its section 31. And unlike the rest of the Federation THEY act against the infiltrators.
Although it would be an awesome plot if section 31 is COMPLETLY in the hands of the undine. It seems like the best point to TRIBBLE up the Alpha quadrant to control them.

Honestly I think a lot of us have been expecting this. "But, J'mpok led a hunt of Undine in the Gorn government!". Did he? Or did he solidify his hold as Chancellor by killing some minor compromised Undine. His hyper aggressive stance with the Federation and Romulan Empire has always made him suspect of Undine infiltration. Single-handedly this Klingon killed the honorable Martok and did much to destabilize the alpha quadrant.
I think that has been discussed in a thread of its own.

Tovan Khev and D'tan obviously. They are both not behaving like Romulans at all.
Mhm.... Tovan is actually that dump farmer kind of guy. I mean... before the story arc starts is would have ABSOLUTLEY NO value for the undine to replace that moron.
He might have been replaced later to infiltrate "our ship", but since he behaved the same way before that there is no way to determine that.

I mean I don't like him at all, and he is (IMO) extremely unromulan.
But, unliked or not, NOBODY in the STO storyline screwed up the undines plan more then his Romulan Republic. That brought KDF and Fed together after all.
Hopefully the entire crew of the Enterprise F, The Bortasqu, and that Romulan flagship.
Nothing would please me more than to team up with Data, Worf, and Tuvok to destroy all three ships. That would be an epic mission.
And then in the followup mission you learn that they were all innocent, and that Data, Worf, and Tuvok are in fact all Undine infiltrators. On the other hand, there were plenty of clues in the mission itself - but much like "Divide et Impera", you were forced to carry the Idiot Ball against your will the entire time.

This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

Devastating? Starfleet doesn't like Section 31. It seems like a flaw of the game (and post-DS9 Trek) that we easily could confuse S31 and Starfleet Intelligence. They're not the intelligence service for Starfleet. They INFILTRATED and compromised Starfleet Intelligence on DS9.
This would be interesting though because if they were compromised by an infiltrator, maybe we could disband them after they've been broken.
This doesn't mean that I don't find their stories cool. But I think a Last Section 31 Story would be cooler. The fallout of their organization falling apart, agents going rogue, secrets being exposed, and dealing with a universe where they're no longer a presence. But maybe in the course of that Andoria splinters off or humans face some mistrust, as the Federation capital gets moved. (Ie. Starfleet would remain where it is. But the democratic government might move to distance themselves from S31, which might be seen as a HUMAN political scandal where HUMANS tried to subvert the Federation.)
Come to think of it, why in the world wasn't there a big Undine witch-hunt as part of the game's storyline? It would certainly make for a great Foundry mission series, or at least it would if Foundry authors had access to STO characters like Quinn, T'Nae, Drake et al as NPCs.

Because Cryptic wrote the Federation as idiots, when sticking their heads in the sand is the complete opposite of what happened the last two times Starfleet was heavily infiltrated by alien presences.

I think we're losing an oppertunity to include the Dominion as part of the Undine story. Imagine 2 races of shapeshifters at odds. Might have been a good excuse to include that Dominion sub-faction some people have been asking for.

T'nae that send you attack a Romulan fleet above their homeworld (Prime Directive ? What's that ?). Who obviously hates the Romulan for some reaons, and totally act on emotions (for a Vulcan ?). Who send you with an Undine to attack a civilian target.
