Reinforcements - Exocomp DOFF

So, i leveled one of my doff categories (trade) to level 1 in my new reman toon, and i received the reward "reinforcements" that gives me the exocomp doff. The problem is, as a reman, i cant access to the starfleet academy.

The mission says i need to talk to commander Jarol in the starfleet academy..

So, my question is obvious. How can i access starfleet academy or where do i need to go??
