I've added multiple CC modules on different ships, but my CC % doesn't change. What am I doing wrong? And yes I have both CC and CS modules so I know the difference.
You need to look at the stats when you are in the middle of a fight. Thats the only way to know for sure the "real" stats of your ship. At least talking about crit chance.
What do you mean by CC and CS Modules? Are you referring to weapons with CrtD and CrtH mods? The effects of these mods cannot be seen in your displayed base crit chance/damage, as they will only apply when you fire that particular weapon.
However, if you are in space, even out of combat, you can see the crit chance/damage % change when adding or removing a console, boff or set that changes crit, by going to the Attack tab in your ship screen.
I believe he is talking about the vulnerability sploiter consoles from the spire, or something like that. Or maybe the assimilted module from the omega rep, or other ones out there that are universal consoles and gives you +critical chance.

Yes, you can, but it is not reliable. To be sure, you need to check it when you are in the middle of a fight.
