Plasmonic Leech Console - Account bound or Character Bound?

I have a curious question. I have hear all the rave reviews about this console so am thinking of purchasing the Vandal to acquire it. What I am curious about though is if I can purchase the Vandal on my Klington toon who is just about to hit level 20 and could actually get some use of of the ship for a while but eventually transfer the console over to my Romulan main character. Is this possible using the shared account bank slots or is it going to be locked to my Klingon Character?

Now my Rom is Klingon Aligned so I know I can just purchase the Vandal on him but feels like kind of a waste purchasing a Vandal on a level 50 toon. I would really rather purchase on a ton that could use the ship for 10-15 levels, then just transfer it over to my Rom when I level out of the ship.

Something tells me it is going to be locked to the character though just because that is usually how my luck rolls.

As far as I can remember and I don't think I am wrong about this, the console is character bound. But since your rom is KDF aligned, if you bought the ship on the other toon, you simply commision the ship (on the rom-kdf), remove the console and dismiss the ship. The ship is available for all KDF and KDF aligned characters on the account.

Character bound. I mistakenly opened a second console under the same toon. Oops.

All C-store ships are account bound. Meaning you pay for it only once but can then claim it on every character (of the faction that ship belongs to) as many times as you want. So once you buy that Vandal, that's it. You don't need to buy it again on any KDF character or KDF aligned Rom you have. You can just reclaim the ship on that character and you're good to go. It's the same for all other C-store ships.

Ok just to make sure I understand.

I buy the Vandal on my Klingon. Commission it on my Klingon Aligned Rom, yank out the console and bank it. Then I decommission the ship on my Rom toon, change characters, recommission on my Klingon toon and I now have the Vandal with another Console for use on my Klingon Character?

If so that is pretty sweet and definitely worth the $10 investment.

As long as you don't try to transfer the console by itself to another character, you're fine. This also applies to the Plasmonic Leach Reward packs that are posted on the Exchange. Once the pack is open, the console itself is 'bound to character'....

Sort of. You don't have to decommission the ship on a toon to claim it on another one. You can have one active on every KDF character you own all at the same time. No need to pick and choose, all of your KDF toons can have the ship and the console. You can choose to dismiss the ship on a character if you want to, but you can always reclaim it again later at no additional cost.

You can only buy the ship on a toon with the appropriate level. I believe you said your klingon wasn't there yet. So, you buy it with the Rom KDF, commission it, take the console, and then dismiss the ship.
Then on your other toon, when you reach the level to use the ship all you have to do is go to the c-store and you have the option to buy (free) the ship.
You can also buy it on ship vendor (shipyard).

Yeah, you only decomission it because you said there was no point in using it on a level 50. This way you don't use a ship slot for a ship you won't fly.

EDIT: To be perfectly clear, both toons can have a ship at the same time.

    Indeed.

Personally I tend to keep around my lowbie ships as extra storage space. :P

I used to worry about storage space myself, but then Cryptic had the that recent sale and I had 20 months of stipends waiting for a good cause... Needless to say storage is no longer an issue :D

So, if we buy the Vandal, we still can't get the plasmonic leech on any Fed toons or Fed aligned Rom toons? Where do all those PL consoles come from that are on the exchange?

They come from a lockbox. Dominion, if I remember correctly. (At least, it's the one that I'd opened the most, and the one that gave me the best stuff)

Every fed aligned toon needs to buy their own leech or go without, recent exchange price is about 25m EC. I suppose you could buy the lock box on the exchange and throw keys at trying for one, somewhere there is probably a post that details the odds for each item the relevant box has, my guess is that saving up 25m is cheaper.

The leech close to unique in being cheaper for KDFs than feds, with the sought after purple doffs the Klingons are never cheaper than their fed equivalent, some either don't exist or don't get sold at all.
