I have a Fed Rom, I want to make a mirror of that character. Is there any way to make my Fed Rom template (with generic clothes) work for common Romulians of KDF Romulians?
I might be wrong, but I think it's possible to do this if you check the "outfit only" box in the Load Outfit window on your KDF. It should display every saved outfit you have.
If that doesn't work, try going into the saved outfit folder ([STO file path]/Star Trek Online/Live/screenshots), making a copy of the image for the outfit you want, and changing the character name part of the file name to the character you want to use it on.

Then I guess your best option is to take screenshots of all the sliders in the tailor and match them up manually.

I believe there is a bug with the Undo button, if you go to the main character, change the color of something so the Undo button lights up, then switch characters to the one you want to clone, then hit undo, it will turn him into your character, except for the outfit.
Log in on your Fed Rom. Go to the tailor. Put Rom civilian, faction neutral, clothes on. Save the character.
Create a new Rom character. This one is faction neutral. Go to the tailor. Upload the saved character. Your new character is now your (fed) clone. Save this character at the tailor.
Log in on the KDF Rom. Go to the tailor. Upload the neutral character. If this works, your KDF Rom is a copy of your fed Rom. You can now change costumes on your KDF Rom of course.
Another method is, simple and not simple, just how you see it. Pen down all the slider positions of the character you want to copy and create your alt by hand. I have done it but I always set sliders on the whole mark or half mark.
