As anyone who has played since their release can tell you these places were new and amazing when they arrived. Nukara was a commotion and New Romulus was a jewel to the eyes, but they had inate problems that came with them. They were the first adventure zones cryptic ever tried in STO. Nukara led the way opening this truely alien world to players and introduced the enviromental suit mechanic, which in turn paved the way for dilithium mining. New Romulus was a jewel to the eyes, many things to do to help build a new world. It paved the way to the radiation game, story progression, and adding of the romulans.
My perposal is this, Revamp these two areas to fall in line with things like the dyson sphere to entice players to step foot in them again. Once the dyson sphere arived there was a mass exodus from all other content, not because it was new a beautiful, but because it was simple. On New Romulus or Nukara it is hard to earn marks while on The Sphere it is simple to earn marks, dilithium, and gear. Not to mention that its gear completely outshines all other gear in the game. Sollanie set anyone?! Even the 3 piece that you can get for free is overpowered. The gear here is not the issue, it's the ease of earning marks. Nukara you have to make sure to take missions before you head out, and there are no real objectives. New Romulus while beautiful just doesn't ive out any marks for its ground compared to that of the sphere. 5 marks for most stuff while the sphere is a baseline 10 marks with missionless objective capture.
Some improvements I can suggest. Raise the marks rewards on the ground to 10=20 marks for most content unless your planning to add a space zone as well (it would be nice) then a flat 10. make objective based areas lke capture, console activation, and tranport supply. kind of like the dyson spheres ground. The same kind of change should be made to Nukara. This gives them a more uniform type of experience and oppertunity to earn marks for all. In the case of New romulus's ground, instead of all combat it could be objectives like help lay groundwork for an upcoming tower. use machenery to tranport supplies to building site. things like that. defend laborers from local predators. I could see that being a good one. Honestly also, given how much time passes between its founding and when a new 50 arrives how about actually making a mostly finished city as the opening area and its expanding outskirts as the adventure zone, kind of like Qo'nos and the Kethla Lowlands. Instead of a door make it a Open area zone like the sphere. This will not only bring more people back playing the content on New Romulus but give the Romulan faction a home city to explore like Qo'nos. Given all a romulan goe's through in their storyline I find it hard to believe that using replicators and transporters from 3 different factions they dont have a full small city already by the time players hit 50. Use this to flush it out, make it what it should be.

I am deffinitely not talking about a terratory game however maybe zoned kind of like they did with the undine battlezone only with things to do to help the city for the city area instead of a control game. perhaps like quelling a barfight, or helping maintain pipes. things people would do in a city to help it out. as far as the other territories similar mechanics. perhaps a tal'shiar invasion here and there. tholians could still be crawling around the ruins, that place is more like a battlezone anyway. Just change it so you dont have to take missions from everyone first before you can do something.

Romulans get the same sfa and esd if they are fed allied, and the same academy, city and shipyard station PLUS a flotilla and a command center the kdf/Feds don't get.
And Feds and kdfs get the same empty adventure zone.

I see your point, now see mine. I am not saing anything about poor romulans. Im not saying we get so little stuff. we get as much as anyone else. I'm saying time doesn't stop in the universe. The story is progressing forward. I'm saying that by the point in time you end up coming back to new romulus or for the first time for you feds and klinks, the construction should be mostly in full swing, even mostly done. the advancement of the story into the dyson sphere proves that much. I am trying to suggest updating New Romulus to keep in line the fed and kdf contribution while also giving a little life to what by that point in time should be a city in construction or at the least a settlement, not the refugee camp it looks like now.
I believe what the OP is requesting is a revamp of the visual for the lvl50 reputation adventure zone in the manner that ESD is being revamped for a third(?) time. To make it look like there is a settlement not fancy warehouse, fancy command center, people living in tents.
Then the adventure zone needs to look like something to do for fun, not cringe and sigh. As each new zone gets used up and then ignored.
Example to me is, how many people go back to Nimbus once the arc is done?
I think we need excuses to keep returning to previous areas. Maybe after coming down by Paradise you go out past the Tal Shiar tower to another higher level zone for new missions.
Romulus has a new tier of building so that things stay current. Perhaps there are more caves to be explored, or rebuilding after the quakes?

Yes! Exactly! I dont think it would be that hard to do either. I tested ESO durring the beta for quite awhile and they had a mechanic that allowed players to be phased to alternate instances while still being in the same instance of the world. It allowed players doing certain missions to see a story change while maintaining the same zone for all players. I think this is a mechanic STO would greatly bennifit from. It could allow different phases of construction of the zone to be seen by players at various levels of reputation. Tier 0 just a few beams. Tier 1 some buildings, tier 2 a central marketplace, tier 3 a headquarters or command center (the actual building not the one in place already), tier 4 some skyscrapers, tier 5 flourishing mostly completed city with outer zones having some construction. kinda thing. Thats the vision I have using this new mechanic and sto's reputation system. that way It actually gives incentive to complete the reputations. And not just for romulans but for everyone. maybe tier 5 everyone has access to the romulan command center.
I agree with first original post. You can get easily marks in Dyson sphere, but as for Romulus and Nukara? You can earn both with Azure nebula - but the problem is, you get max. 24 marks + 5 fleet marks (but if you need them to fill up reputation - min. needed is 42). Tho Romulan marks can be obtained by doing daily mission on Romulus, but you'll get max. 10 marks for completing mission.
Nukara is different, marks can be obtained on Nukara prime by doing missions there. And with Nukara PVE - but Nukara PVE is hard to get in, becouse noone is playing that.
But if you have time to get Romulan marks, you can stroll on the ground of New Romulus and do radiation, red alert and other things, which can get you marks. So my opinion is to bring some new stuff on this two planets (Romulus and Nukara), and increase number of marks by mission. Or do it on the same way as it is on Dyson Sphere.

I've addressed the jewel remark already. As for many things to do, it was really more like "many things to not do". It is true that many things were offered on the map, but all of them were terrible. At least ONE was well-paying, but all of it ranged from banal to inane.

Okay, I must disagree with the Nukara thing. Nukara was great. People liked Nukara. Not EVERYONE, but many. It was a great source of Fleet Marks. Then came LoR. The Nukara Hard Dailies were moved to a queued event, a process which did NOT translate well, and now they are abandoned and dead. With the main attraction now beheaded, Nukara is now somewhat less popular, unsurprisingly.

While I agree that the 'Mineral Matters' Zonewide on Nukara is TRIBBLE because you'll almost always get backshot by Tholians while trying to work... I don't think Nukara or New Romulus are that bad, Mark-wise.
I've had plenty of ease chaining "Close Portals", "Rescue Redshirts", "Collect Science Reports" and "Destroy Stablizers" on Nukara, just by alternating between the Medium and Easy zones, I can get a hundred Nukara Marks in maybe an hour (only problem is that there's only fifteen Stablizers to destroy, so you can only do that mission one and a half times a visit, but the "Collect Tholian Science Reports" makes up for it since the Tholian Ensigns in the Medium section drop those as well as the Stabilizer Shutdown Codes for "Close Portals")
The Tau Dewa Sector Block Dailies are actually better for Rom Marks than New Romulus, but the secret to getting them on-planet is... Red Alerts. You don't get many from the assist missions, sure, but if you do the daily from Foreman Kylor, the assist mission it sends you to, and a couple Red Alerts while you're there, it starts to add up.
If anywhere, in my opinion, needs to be revamped, it's the Defera Invasion Zone. It's supposed to be the ground zone for the Omega Rep, since you always get twice as many Fleet Marks than you do Omega, it ends up being the ground zone for Fleets instead. Don't get me wrong, if you know how to do it right you can rack up the marks, but I just think that if we're going to have to constantly face Tactical Drones, Heavy Tactical, Medical, Elite Tactical, etc... there should be a little more reward in it for us.
A Nukara Medium give 25 Nukara Marks, a Defera Medium give 7 Omega marks and 13 Fleet Marks. Great for Fleet players, I'm sure, but not so great for people that are just there for the Omega marks.
Besides, at least Nukara and New Romulus are more-or-less fully used, there's something going on everywhere you go on the maps. How long has the Com Station been sitting on top of the hill on Defera, with a tent down at Base Camp, and it's been completely unused and pointless?

Because it keeps people around and it involves less resources to revamp or add to an existing zone than to create a new one from scratch. They'll have to do something anyway because Defera and New Romulus offer craptastic mark rewards. With more and more reps coming out it no one will do it because of the time sink. With more and more rep you can kill the grind because you have the quantity.
One thing I would like to see is adding areas where you can use your away team more, Like Dyson. That model would be perfect for Nukara.
