I think the simplest and fairest compromise for keeping things THEMELY (ignoring the moral back and forth) would be to allow the new Risian tops everywhere as an off duty clothing option but not the bottoms.
And I think having some kind of way for BOffs to gain offduty options would be nice. Though from a design standpoint, I'd prefer that as part of an upgrade process along with trait customization and skill training replaced with kits for BOffs, rather than simply giving all BOffs offduty uniforms.
Like, for example, mini-reps for each BOff you have. And at the end, you choose between some profession or personality based Odyssey uniform variants (rolled up sleeves, labcoat, vest, etc.) or switching them to off duty uniforms.
So it would be this mini-rep for each BOff and at the end, you hold a hearing where you commend them or court martial them, opening up some unique traits/kit modules for that BOff and some cosmetic variations.
I certainly hope they restrict everything to Risa. They keep the map open year-around. Lots of people went through the farming process for super jetpacks, and I feel it was a fair decision by Cryptic to just keep the Risa map available year-around, without the event running. That way people had the chance to still use their equipment in a place that it was designed to be utilized.
I'd expect the same vein of thought in regards to swimwear. Where would it being utilized be appropriate? Risa. Not ESD. Not Qo'nos. Not NR Command. Could they decide that flagging it for select other locations may be appropriate? Maybe. But I'd expect those locations to match Risa in atmosphere. I don't anticipate being able to walk about Starfleet Academy, Hathon, or Andoria in swimwear.
I just wish they would keep versions of the daily events running with dilithium rewards year round.
I believe it to originate from the Puritanical influence of the first American Settlers from Europe after 1492. Personally, I think the only enemies in STO to kill ethically are the Borg since you are freeing them from slavery. It is not possible to save every Borg since some are missing their torsos and wouldn't survive if they are freed. The rest fall under self-defense, but even that is hard to argue if you are invading their home.

The Spanish Missionaries did this to the many tribes they encountered all through out the world. What happened when they put clothing on these people for the first time? They became curious, lifting each others clothes up to peek at what was underneath, the first recorded TRIBBLE occurred.. all why trying to "civilize" them and save them for god... what a failure that was.

I feel I must mention that one of the reasons I want to be able to use swimsuits everywhere, is to combine the One-Piece with stockings and make a rad Leotard.
I always wear my Vice Admiral jacket, and if I go to Risa, or somewhere that will look odd being in uniform, I wear a black off duty shirt, and blue long pants.
I only do Horga'hn hunt for Favors, and not to buy cloths, but because it means more EC for me. People will pay up to 3 million for 100 Favors. I like that cryptic isn't allowing them outside ESD, because that means the intelligent, who don't waste time on one time deals, won't pay drag down the demand for Favors.

Sexual Intercourse is a natural experience that the average person will engage in during their life. Murder is illegal and something the vast majority of people will never commit. So why is it socially acceptable to play a game to where people are getting killed, but frowned upon to display any sort of sexual content?
