Hi, so I just upgraded to the me xii Jem Hadar ground set, and... what?

Jem Hadar were the first to have ground cloaks that you can't see without scanning and last as long as you're chugging white, so why does operative cloak do better and last as long as you want, when it costs like what 10th ec on exchange, but Jem ground set which is 150 freaking lobi, is a passive, which even at mk xii almost never procs, and when It does its useless Cuz 99% of the time you're still gonna be under fire, and as shroud is fragile, it does absolute bullcrap for you. So, can this be upgraded/fixed? Cuz atm I'd rather have a better hypo active than a Ok ' is one and a dead man's cloak.
Maybe instead of having it be fragile, make it so you can't activate it in battle, rather like a king on cloak instead of battlecloak. Support? Rants? Put Em here :P

You cloak is mechanical, maybe it mimic the Jem'hadar cloak.
That's a reason like any to explain why you can't have a tac skill on others class, for gameplay balance.
This being a Lobi upgrade, it's probably meant to be a collecting / bragging type item. It can't be uber good because it would dwarf reputation ground sets.
And in my opinion if the cloak was as good as the Operative Kit it would be the same as giving a Tactical level power to any class, thus being OP and unbalanced.
