On my Reman (KDF) toon, I tried to use one of my reserve bridge officers to train up one of my commissioned officers, and was only allowed the option for the reserve office to join the crew.
I went through all of my other reserve officers and found that some of my officers were allowed to join or train up, and others were not. After a considerable amount of trial and error, I realized that the only reserve bridge officers that would offer to train up my commissioned officers were science officers.
I checked to see if my Klingon toon had the same problem, it didn't. This surely isn't working as intended. Or is it?
Anyone else having this problem?

Was the Reserve officer a RRF officer or a KDF officer?
I discovered a similar issue when I tried to use the Android boff to train a Romulan boff in TS3. What I had to do first was commission another KDF officer to your crew, and then try using the reserve officer to train the skill.
You're just a machine. And machines can be broken.
I'm not sure why Cryptic do it, but BoFF's sold on the exchange take on the alignment of their former captains, so even though YOU may be KDF aligned, and you can buy any Romulan or Reman BoFF from the exchange without restriction or notification, the captain who sold it, may have been FED aligned.
I don't know if this effects training or not, but it does effect Costumes, so it's possible.

I think if you pull up the train up menu again, you just need to look in the lower left hand corner of that menu. There is a filter that I believe is set to only show you science skills.

I wish I had known that before I spent 5mil ec on one. Is there a way to know what their alignment is as you are looking at them in the exchange?
Sadly not that I'm aware of. At least, I've never seen anything that references the former captains alignment, but it DOES make a difference as to what they can wear and maybe it effects other things as well.
Cryptic needs to either a) Get rid of the stupid, idiotic, myopic, TRIBBLE and pointless "Faction tagging" of Romulan/Reman BoFF's or b) If they insist it's necessary, then at least have them "shaded" blue or red, like any other faction BoFF's and make them unavailable if you use the "only show useable" tick box in the exchange window.

I've double checked everything now, and made some additional purchases off of the exchange.
This is definitely what is happening:
I have reserve BOs that are Lethean, Klingon, Orion, and Nausicaan. I have tried at least one of each profession for each species.
All of my reserve science officers offer to join or train up.
All of the tac and eng reserve officers offer only to join my crew. There is no option to train-up offered.
I'm trying to get CSV3 on one of my existing tac officers and can't do it. :mad:
Edit: Gave in an purchased a Romulan with the CSV3 and am using it.

That is true if you are using the NPC trainers on ESD, Qo'nos, or New Romulas.
What I'm doing is trying to train a BO with a BO.

Doesn't work with Romulan or Reman BOFFs (because they're apparently not coded the way "pure" Fed/KDF boffs are). I have two BOFFs I bought for my Fed-aligned Romulan captain that can't wear 'Republic: Federation' outfits because they're tagged KDF (so they can wear 'Republic: Klingon' rags). Key point here is, she can USE Romulan/Reman boffs tagged to the opposite alignment (so the filter is technically correct). The problem lies with the boffs being tagged AT ALL. The common sense solution would be to tag boffs only when commissioned but common sense has no place here, apparently.
There is a workaround that I have used on a Fed Rom before, although I have heard of others having problems with KDF Roms, but its worth a try.
So you want to use a KDF reserve boff to train an active Romulan boff in BO3, first get a cheap Tac boff of any KDF race and place him on active duty. Now the "train up" button should appear on the KDF reserve boff as their now is an active boff he can train. Click the train up button and now you should be able to select your Rom boff.
