I'll definitely be testing out S9 on the test server, just as soon as I'm done with the mirror event (9 characters are time consuming but the reward at the end is worth it) personally I like a lot of the new rep system except the removal of Mk X and XI gear. These where my testing sets that I used to see if the Mk XII gear was worth my investment, a way to upgrade the lower gear would have been preferable. As far as I'm concerned I'd rather dump my dilthium into my fleet than high end gear that doesn't fit the way I play and therefore will never be used. I have avoided the voth rep gear for this vary reason.
As far as risk goes in game, well it would take some reworking but I'd love to see the crew system adapted to replace the current death penalty, dead crew stay dead and have to be replaced at a spacedock with some mini games. Remove boff cooldowns and tie them to the crew system. The more crew you have the more abilities you can use, if your crew dies so does your ability to use boff powers. Make it feel like I'm working with a team and not just a computer with set timers in it's program.
To ignore this fact is to apply fan dis-continuity to the JJverse, as the JJverse is canon. That would normally be okay casually, but when you're applying it to something that's based on canon, the argument holds no weight.
The rep system revamp is sexy, and very good news for character whoars like myself. But the most feature I'm looking forward to is that kit revamp. I loves me some customization!
I'd be perfectly happy with a 100% 'realistic' Star Trek game. Holodeck malfunctions included.

Right now the current penalties effect other players more then the player. How many times have you gone into an eSTF and seen someone with stacks of the little yellow and red debuffs? They explode if a sphere turns funny which makes it hard on the other 4 players. It is worse when multiple people in the group have the problem. It is a system that is not easily explained and some people have no idea it is there till they are 50 and trying elite content.

On the topic of risk, players should not be able to repair ship injuries while in missions or at least place a cooldown on the use of ship repair items. The whole point of introducing the critical, major, minor ship injury mechanic was so that dying would actually have a penalty during missions. Playing an Elite STF has no risk since everyone can just bring ship repair items into the mission and heal up while they wait to respawn. By eliminating the ship repair items (or adding a significant cooldown after use) and forcing players to return to a starbase for ship repairs encourages players to spend time in social zones and adds a risk to missions played on higher difficulties. This applies to ground combat injuries as well.
Something else that may add an element of risk is having ships require routine maintenance after a certain amount of missions, similar to a durability mechanic in other MMOs. Ships in Star Trek often have need of repairs (TNG: Starship Mine, etc.) and having a stacking systems or crew debuff or gaining a higher chance of sustaining injuries in STFs could also create a sense of risk for players.
For ground combat, perhaps having your Brdge Officers require Crew Leave every so often that would require you to spend some time at places like Risa to regenerate your crew performance. This could be done by completing some fun mini-games on Risa, Quarks Bar on DS9 or even Drozana Station. This would allow players to experience those great Summer event activities year round and give us a reason to actually play Dabo. Poker games held on your ship could also be used as a way to get back some crew performance if you dont want to head back to a major social zone.
Adding a Routine Ship Maintenance and Crew Leave mechanic could go a long way towards increasing a sense of risk and increasing immersion as well as giving us a reason to visit social hubs around the galaxy.
These are some suggestions for adding risk to the game that I would be fine with as a player.
