Howdy great peeps,
Became KDF LVL50 & bought me the Bortasqu Tactical Cruiser & all Fleet gear.
I might have been a little too eccentric since I did not ask BEFORE buying it, what I SHOULD have done.

My most important questions are:
1. Should I use a Torpedo instead of the 4 Front cannons? (Preferably Quantum?)
2. What Boff skills should I change?
3. How to get more Weapons power? (Have AUX2Wpn, large weapon batteries & all power to weapons).
4. What skills should I change?
- Anything else that might be important, PLEASE tell me!
Did a PvP DPS test, 17.5k DPS beginning (& all damage skills enabled), about ~6.0k DPS steady later.
Turn rate is great since all my consoles are RCS enhanced fleet ones & Tachyokinetic Converter.
This ship is intended solely for PvE - PvP build I will be making later

The skill tree is a build I use for my engineering and tactical captains. It was designed to help me turn my escorts into gunships. It offers both tanking, and power.
For BOFF skills, I changed a few things there as well to increase damage dealt, and help to survive. I noticed you had a beam skill, but no beams. It was wasting a space you could use a more beneficial skill.
For the Commander Engineering skills, I set up 2 Reverse Shield Polarity skills. This was to prolong the time to stay in a heavy fight. However, it would also work to swap the one in the Lt. Commander slot for another DEM. That will help tear through the hull faster.
Personally, I have not tried the fleet Tets. If you don't mind, please let me know how they do for you.
Please keep in mind that the differences I digested are just suggestions. They may not work for your play style, since everybody flies their ship differently. With that in mind, I hope that you can find something useful from my suggestions.

2. Do you have access to plasmonic leech?
These two questions will shape what you will want to know? For what i am going to say, i am going to act as if you have no rep, and Plasmonic leech
3. Do not use cannons on a Borty, it might work fine in PVE in the long run, but the moment something goes out of the front of your cannons, it is not going to be fun targeting it again. Use Beam Arrayss instead.
4. Unless you have specific stuff unlocked (like the Borg 2- piece stuff and the Plasmonic leech), it is generally better to use 6 energy weapons, and 2 torps/mines, one in front and one in back.
5. Your boff Layout is REALLY wonky, and have many abilities that are not useful, at least for a Bort.
a. Beam abilites do NOTHING for cannons, and even with beams, substem targeting should be left to the science ships and carriers who get that without wasting a precious tac slot
b. Aceton beam is garbage, there is literally no advantage to running it
6. you SURE you want to use Tetryon? While in the long run, energy type matters little, tetryon is generally considered the worst proc since it does nothing once you get past shields. if you want to use them, that is okay.
7. you should REALLY want [ACC]x2 as weapon mods, not sure f that is possible
8. for the deflector, and engines, not sure if the fleet ones are any good compared to rep, or even the solanae set, so i will let someone else talk about those

Also, change the tac consoles to the appropiate energy type, but that should be obvious. OBviously, use fleet versions of each of those things (and of prefered damage type) if you have access.
Not sure how good that one is, but I think it is a bit more organized than your was and at least the Boff stations are lsightly better ,since you had some mostly useless abilites (like target subsystem and Aceton Beam)

How do I train my captain into DEM? (Can only train Aceton Beam & Eject Warp Plasma??)
Fleet tets are awesome, I strip shields as if they are nothing.

Just became LVL50 - and only have Romulan Tier 1.
Still going for the Borg stuff etc.

3. I do have beam arrays (also x8 Fleet Tetryons), but targeting is NO issue, so far in Mirror event only had it 1x that I couldn't keep up with a ship. (My Bor turns like crazy - AKA 160% turn rate enhance, thanks to the consoles & Tachyokinetic Converter). Also like the cannons more & it does also more damage after logging the DPS.
4. Hmmm I will definitely be doing some research into Plasmonic Leech..
5. Forgot to remove that Beam from that lay-out, already had it replaced by Cannon Rapid Fire. (Aceton Beam is indeed GARBAGE, I tried it but it does nothing..)
6. Shields IMO are the most annoying, hull I can eat away easily - since there is only 1 hull, but often (esp Elite) ships keep balancing their shields.. That is why I went with Tetryon. (Also have the EXACT same set & tactical consoles, but the Plasma variants)
7. Indeed, talked about it with the fleet - but it's too late now for that
8. Yup all my stuff is MKXII fleet, and it's often considered to be better then most reputation things.
Will definitely re-visit the Boff skills

3. what is your turn rate exactly? if it works, it works
8. not true for deflector and engines for the most part, rep stuff is better useally, especially the Borg deflector and engines.
The only real other thing i would change for those Boffs, is the ET1 for another Emergency power to shields one and activate them as soon as they comr off cooldown, with two of them, you can have the resistance and shield power buff(which is really the only reason to use them) nearly or at 100% of the time. then maybe change one of the RSP for an Engineering team

It's very effective? - So each time I hit the enemy, it draws power for me?
2. My turn rate with all power to weapons is 7.8-11.4 (Base is 5.5)
With balanced power it's about ~21 (As fast as an Escort, lol! although the Inertia is VERY bad).

Also, 21 is good, though i would like to point out escorts and even some battlecruisers and get 25+ MUCH, MUCH easier. still, in PVE it does not really matter, and 21 works fine, so if it works for you.

About the Plasmonic Leech, I do have two characters that have one, but I don't on the rest, due to it's price on the exchange. If you play with Klingons a lot, then it is a good deal to get the ship from the C-Store for it, so all of your characters automaticly get access to it also. However, on Fed, and Romulans (on the Fed side), I recommend not wasting so much EC for it. That is my personal opinion. With my build and setup, I can run without it, and not see a difference.
The Tets are really more beneficial for shields, like everyone else said. However, that does mean that they are really good against the Cubes. (Mostly the Tactical Cubes). They always replenish their shields pretty fast.
With that said, you mentioned that you have Plasma energy weapons. Those are also good. I have run them a good bit. In fact, I run them on my Scimitar. As of yet, I have not done the Romulan rep on him. I am waiting for the revamp in season 9 since it will be quicker and cheaper to do. However, the universal console that you can get from it, and even the Hyper Plasma Torp is awesome together. The bonus you get to damage output helps a lot. (Every little bit of damage you can squeeze out is good).
When it comes to the Rep gear vs the fleet gear, there are a few differences in them, but they are all good. The biggest thing about the Rep gear is that it has set bonuses with them. This will give you the chance to see what you need help with on your build, and pick a set bonus to support you where you are weak.
For example: The Borg space set is great for shield survivability. If you have trouble keeping your shields up, it will help out a lot there. When your shields go low enough, you will have a Borg shield to pop up around your ship.
You can also mix some of the set pieces. You will lose part of the set bonus, but different combinations might help you. An example of this would be on my other Romulan, that doesn't have the Plasma weapons. For my skill setup, and the way I play, I went with a combination Solanae, and J'Hem set. I have the Solanae deflector, and warp core, but the impulse engines and shield from the J'Hem set. The Solanae set helps with a few of my power levels, including Aux (which is good for A2B, or for some heals), and the J'Hem sets 2 piece bonus gives an increase to my Polaron weapons' DPS.
The fleet cores also offer advantages. You can have ones that will move some of your power from one subsystem to another. This can be done to support subsystems where you may have a weakness in power levels, or just need the boost.
The awesome thing about this game is that there is no cookie cutter way to do a build. There are so many combinations, and individual play styles that you may find yourself changing to try something later. For that reason, I recommend trying different things. As you play, look at where your weakness is, and try to build on that.
If you have your shields shredded all the time, then your weakness is in your shield heals, or shields themselves. If you have a problem with your hull getting burned while shields are still up, then you may want to try more hull heals. You seem to have been able to find the ship's weakness in turn rate, and properly fixed that.
You do have a good build, and good gear. Honestly, you shouldn't have any problem in any of the PVE, or STFs you will be able to play now. Not sure how they will do the ones in the future, but for now, you have a good setup. In fact, if you ever see me in-game, and want to run a few, let me know. my Klingon is Byakuya@razar2380.
I would run with you in that build any day.

1.) On 5 tactical console ships, you're generally better off with 4 DHC. Half of all your consoles are boosting a damage type, might as capitalize on it.
2.) It's up to you whether you want to run Rapid Fire or Scatter Volley, but have two copies of it and tactical team to rotate. I might suggest swapping out for Attack Pattern Beta instead of Omega as the resistance debuff results in more damage, but the movement of the latter is hard to argue against. Engineering, Drop the Aceton Beam for either an Aux2Sif or Aux2Damp; Aceton 3 is a powerful support tool against bosses, but that's not a role the Bortasqu fills. You really don't need a second engineering team; use an Emergency Power to Shields instead for the passive shield hardening and regeneration - alternate it with EPtW.
3.)You've already got the EPtW and Weapon Battery. Only other real addition would be a Plasmonic Leech which will help all your power levels. All that said, Cannon ships are not like Beam ships, it's not about overloading your weapon power, it's about making sure your weapon cycles are all lined up and firing at the same time. Drop two of your aft turrets for mines(they make decent point defense and rip up smaller ships that can out-maneuver you and get too close - like borg spheres). That many turrets are a sure-fire way to TRIBBLE over your weapon cycling and rob a bunch of power from your main cannons. If you really want coverage outside of your forward cone, use beam arrays instead - they don't steal from your DHCs and will do a lot more damage than turrets(even without weapon skills).
4.)The only thing I really have a problem with is your lack of points into Power Insulators and Inertial Dampeners. Both of those skills should be at rank 6 for every character, in my opinion(insulators to counter Tachyon/shield drain, dampeners to escape gravity wells and tractor beams). You could probably drain Driver Coil and Batteries to get there. Also, you don't really need 9 points in threat control with a ship like that - you're honestly not set up for proper tanking. Particle Gens.. you're not using Tractor Repulsors or Warp Plasma, so it's pretty wasteful - put it into Flow Capacitor to boost the Plasmonic Leech instead.
- use the Polarize Hull to get out of Holds like Tractor Beams
- decide if You want Rapid Fire or Scatter Volley - or both
- see if the RCS accelerators work for You (I personally think the Bortasqu'is a slow turning mammoth and adding percentages to the turn rate yields not enough to make it worthwhile) or Neutronium Armor with [Turn]
- changed the Warp Core to one with [W->S], any [W-> will be a good choice; [Adapt] will probably be even more useful with the Plasmonic Leech - and Efficient Lethean BOffs (or go Nausicaans for the Pirate damage bonus if You cannot get Romulans from the Embassy yet)
- look if TechTeam II or Aux2SI yields more Hull for You - with the higher Aux energy levels from Plasmonic Leech the latter might actually be better
- see if EPtW1 is neccessary - or if EPtE1 is more of use to You for a better Turn Rate
- the Assimilated Module and the Kinetic Cutting Beam (both Omega Reputation) are a nice combination for an additional weapon power buff; in case You switch to Beam Arrays, try getting the Nukara Reputation Dual Beam bank and Console for more Tetryon damage - not much use for a cannon build, though
- the two-piece Assimilated Deflector/Engine Set may yield a hull regeneration buff; the MK X version is sufficient if You are stretched for Omega Marks or have to reach Rank 5 in the Omega reputation yet
