Yeah the swarmers from the fleet spire are for all carries/flight deck cruisers, the swarmers available from sphere of influence are for the obilesk only.
They are moral superiority fighters since you don't need a planet-sized graveyard for pilots. And I don't regret replacing my ultra-rare scorpions with rare swarmers. Beam Overload is IMHO nicer than heavy plasma torpedoes and great fun if you store your swarmers in the hangar and then let them jump all at once at an enemy.

I might have to dust off my Obelisk every once in a while and cut loose with my Advanced Swarmers.

also they seem to benefit from doffs that improve BO. I've seen mine smash a Terran Miranda in seconds by ganing up on it.
