Can any costumes be acquired without purchasing them?

Can any vanity costumes be obtained without spending money? I know about Yesterday's Enterprise and the various Reputation gear, and the promotional Khan outfit. What about anything else?

You can find some on the exchange for ec. Otherwise no, except during certain events.

With the Zen/Dilithum exchange, technically anything in the C-Store can be acquired using only in-game resources...

For Romulan characters, there is a Romulan uniform option that can be acquired by going through the episode story arc.

For Federation, there is a 'Admiral' uniform that becomes available when you reach high enough rank...

Clothing options are also available for purchase from the various Fleet holdings...

I may be wrong, but aren't the Ent-C costume pieces given from running the mission where you end up a tholian slave?

Yep. The following are links (sadly expired) to various game sites who do giveaways from time to time. There are others too but MMOBOMB, xmmorpg and MMORPG are just the ones I still had in bookmarks from a while ago.

When you hit lvl 50 with a FED you get a Vice-Admiral coat. Also various EV suits can be found throughout the game (the featured series The 3800 has a basic one and you can pick up others through the new Dyson missions).

It's also fair to say there are, very occasionally, ingame giveaways.

    Worf's sash was one, iirc.

The "Yesterday's Enterprise" uniform, which is just the belt and strap meant to look like the ones that Picard and Co. wore in the alternate timeline from the episode, are indeed still available by doing Temporal Ambassador, which is available to all factions.

All the fleet places (base, mine, embassy, spire) have a special costume that only needs Dil and Fleet Credits.
