If your running romulan toon it's quite easy and free, 4 recruitment missions at the headquarters than to your allined faction for another 4 recruitment missions and the race specific recruitment missions, 3 of them, each giving doff, cxp, xp and dill on completion.
Switch the game off have a day off, work,rest whatever when you come back you will have them instantly......is waiting 20 hrs too long......

Playing as a klingon or romulan-klingon will grant you a lot of doffs just doing recruitment missions. And almost every day. Now, i think the fastest way for any faction is to buy packs in the exchange.
If you are a Fed, get used to do the star cluster colonization missions, and do 1 assignment chain a day if you can, it takes 1 minute to enter in the star cluster and start the assignment. You will need patience, but in the end, when you start to finishing all the star clusters assingment-chains you will be gathering really good doffs eventually. Now, this is not the fastest way, but it will grant you good doffs for sure.

If you're looking to rapidly stock an alt with doffs you're gonna pay for it one way or another.
-Mail some of your main's extra doffs to the alt ("free"*) [assuming alt is same faction, or is Romulan allied with same faction. My alts get all of my green/blue hand-me-downs]
-Packs from the c-store (zen)
-Those same packs resold on the exchange (EC) [just search for Pack in the Rewards tab]
-Doffs on the exchange (EC)
-Fleet stores (FC) [note, there is 1 big store on the starbase, and a couple of smaller stores on each of the 3 holdings; plus if it's a new alt you probably don't have the FC to afford the ones at the 3 minor holdings]
-Rank up to the first level of each commendation category to unlock the Academy store (1 free, the rest for dilithium)
*"free" of course not including the time and energy it took to acquire them on your main in the first place; that's an expense you already paid for in the past.
Nitpicking is a time-honored tradition of science fiction. Asking your readers not to worry about the "little things" is like asking a dog not to sniff at people's crotches. If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.

As mentioned = Exchange for "Rewards Packs" look for the "mini" packs that randomly drop from leveling as they are usually pretty cheap and you'll get 4 DoFF's with usually one green or blue one.
For Klinks and Rommies, you can do all sorts of "naughty" DoFF missions for captives, forced conscription's and "defectors"
Feds I think have be "Diplomatic" and 'nice" to get extra DoFF's ... ewwww ...
You can also "Upgrade" DoFF's as various places (Console on New Rom, various 'Ambassador's" elsewhere ... This involves "trading in" 5 lower quality DoFF's for one next rank up one = 5 White Doff's for one Green DoFF ...
Be aware though that you can't specify type in these upgrades and the 'traits" are random, so you may just end up with and Aggressive, Cunning, Unscrupulous Entertainer, that's pretty much worthless.
To clarify on the "going to your faction's headquarters" thing:
For Starfleet or for Fed-allied Romulans, go to the woman on the opposite side of the desk from Lt. Fera (the central desk in the northwest round building at Starfleet Academy). She will provide the free recruitment missions, as well as a generic five-pack mission that costs Dilithium. There is also a Vulcan, an Andorian, and a Tellarite recruiting officer standing around the campus (the Andorian and Tellarite are on the outside of the northwest round building at the 9 o'clock position).
For KDF or Klingon-allied Romulans, go inside the building at the Klingon Academy, and on your left as you enter, at the base of the ramp to the platform on your left, is the Recruiting officer. There are also Orion, Naussican, and Gorn recruiting officers scattered around--the Gorn and Naussican ones are on the west side of the mouth of the entry path to the building.

there are the colony assignment chains in the clusters that have pretty good doffs as a final reward and are repeatable.
There are the fleet doff stores where you can buy doffs for fleet credits depending on which tiers your fleet has already unlocked.
Workin' on the Doff assignment chains, was looking for something right away that I could beef up one of my alts within a few minutes....
