Romulans with Superior Romulan Operative fetch 10 mil. Remans with infiltrator go for twice that. Humans and Klingons are a dime a dozen and sell for practically nothing.

Kidding aside, it depends. A rom with the space trait is worth millions. A blue gorn isnt worth the trouble to walk to the exchange to sell it. A purple or blue with one of the few "only obtainable by BOs" skills is worth something depending on the skill in question and the faction it is for and going prices which vary.
Basically, if you want to get into the market, you have to learn the market, same as all things. The way you do that is find the cheapest nearly identical guy to the one you want to sell and look at the asking price.
The easy way out is to farm romulans, atm. Got SRO? Sell, win. Not got SRO? Out the airlock with it.
It all depends upon whether your Boff has a rare trait or a sought-after rank III skill.
If not, then whatever the cheapest Boffs of that race and type are going for is your starting point.
If they do, then you have to find the lowest price on one of those and use that to figure out a price.
It can be well worth the time spent searching through pages of Boffs to find those that have a certain trait or skill.
It can be the difference between selling a Boff for a few hundred or for several hundred thousand or even millions.

I ran into the same issue, I get a number of BOFFs from doff missions. I gave up long ago trying to figure out the price, so I give them away free, or post them for 1 EC on the exchange.
If you read zone chat, you can pick up in demand BOFF skills, and if you have one with those skills, charge more EC.
Pretty much as stated in "all of the above" ... Do a quick (or thorough) search first and see what's hot an what's not ...
Usually, any BoFF with a Tier III Space skill, will be more expensive, and also Female BoFF's still tend to go for more than an identically skilled male BoFF (yep, that still happens)
The most popular ones are of course the Tier III Tactical skills, but any of the "in vogue" skills at Tier III will make your BoFF worth more ...
BoFF traits aren't as important on the Fed side, as there isn't really any "OH CRAPZ! PWNAGE!, MUST HAVZ" skills for the majority of the Fed aligned races ...
Romulan BoFF's with the "Superior Operative" space trait, are, as mentioned, worth several million EC, but you can also get (with a consequent lowering of the skill benefit) A few hundred thousand EC for 'Romulan Operative" and Basic Romulan Operative" (again females usually go fore more than males) ... There is also the Romulan "Subterfuge" BoFF trait, which those that 'lurve' to "Cloak & Alpha" will pay a little more for.
Some people will try and pull a swifty on unsuspecting players, so you will sometimes see particularly Purple Romulan BoFF's for well over 10million or even 20Million+ EC though they don't even have the "Sup.Op" trait, because unfortunately (or fortunately for the scalpers) some people don't even know WHY Romulan BoFF's are popular ...
