Post #2 is correct. An invite to a T3 Ops Spire will grant you access to the Tailor there. Assuming you have the required Dilithium (18,000?) and the Fleet Credits (9,500?), you can purchase the Dyson Researcher outfit. It comes with several options, including that skirt. I can see how lots of guys would be into it... It shows quite a bit of leg... Especially if the toon it's worn on is a Trill...

Actually yea its almost sexy.. xD. It will fit great in my thrill toon ^^, and in my orion female toon, and in my romulan toon.. lol. I just love short skirts and since there are not too many options in the tailor, and the ones there are most of em, really ugly, this could be a good choice. And my fleet is not far from spire ops tier 3 ^^
I always wondered where that outfit came from. The Klingon lobi skirt is ok, the Romulan tailor one makes me feel like I have an inner ear problem, that or the tailor got a deal on really cheap lampshades.

Indeed. On Romulan females, the belt buckle flickers like mad because it's set too close to the skirt's surface, to the point where it's sometimes partly behind the skirt.
you may be disappointed to discover it has multiple problems, such as clipping, borked colour palettes and such.
Same problem happens in A LOT of costumes, specially from the c-store. When you run or use the frost boots.. you can see clipping everywhere and weird things. And im talking about a fed character.. sadly that made me to pick up another outfit for my 2 fed toons.
I'd also advise (if your a Romulan) to get one of the Retro Packs, that has the "Metallic" Romulan costumes, if your wanting a nice "Skirt" for a toon ... For Feds, I'd go one of the TOS packs for the mini's ... For Klingons? I have no idea ... The only one I know about is the HG/Omega one, but I'm sure there must be more ...

kdf-side, the warriors skirt is the best skirt beyond any doubt. its a lobi item, but it can be found on the exchange. be aware that it cannot by worn kdf-romulans.
