I'm pretty surprised by this as well, but memory tells me that this is something I've never tried because Tacs just need to turn fast enough to get the cannons pointed for Attack Pattern Kill All to do it's job and I've never bothered.

Thus, in my quest to get all three toons at lvl 50 before I move to the PWE Enemy Nations I've decided to make a smart mass killer.

So tell me, what sort of build should I be working towards? Just let Attack Pattern Kill All take care of things for me?

Not a min-maxer but I do run tac captains in science ships.

In my experience, I find that the error is trying to set the ship up like an escort.

Too much focus on DPS.

Instead, make sure it works as a science ship first.

This may require a little re-specing. I find drain builds are reasonably cheap to build.

Once you have that working well, let the tac captain skills be the jam on the bread.

Build like a science ship. You can even look at science captain builds for inspiration.

The tac captain specific abilities are mostly damage boosters, which also help science.

This calls for a torpedo boat.

If you fly something like a recon or a Vesta you have the tactical boff seating to make a missile frigate build work well for you. Grab some rapid-fire transphasics, the Breen cluster and some projectile weapons officer doffs and go spam APA-boosted TS3 through enemy shields like a TRIBBLE.
