...where do I go to report missing or broken things for the forums themselves?

it seems images on the arc site are refusing to load on google chrome. they load just fine on firefox.
same for the forums here.

I've cleared my cache, cookies, and reset IE as I know chrome uses some of IE's settings..
no idea what else to do here.

I'm betting it's something wrong with their configuration. I get the same problem as your example screenshot #1 off and on about once every day or two, for a duration of maybe 30-60 minutes at a time. It goes away on its own without me doing anything, hence why I think it's on their end (or possibly along the route).
Nitpicking is a time-honored tradition of science fiction. Asking your readers not to worry about the "little things" is like asking a dog not to sniff at people's crotches. If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.

It's a cookies issue. Not all cookies are nuked when you do a generic clear cookies. You need to go through and manually nuke them.
