Emergency Power to Shields III help

I'm confused. I've got an engineering captain and trained Starship Shield Systems to max, but I still can't see to train my bridge officers in the Emergency Power to Shields III skill. Can someone please advise? Thanks

    Did you do any regular BOFF training beforehand and filtered engineering out?

    Yes, I have done training beforehand, but I made sure engineering space traits were selected, it doesn't show up :(.

    Are you using a trainer, or the training option from the character window? Captain-trained skills will only show up on the latter.
