Been poking around the Wiki and I can't find a simple source for the following info. Sure I can find lists of Duty Officers and Assignments, with lots of submenus, but I'm trying to find a cogent place that lists:
- Critical Rewards for assignments so I can look up, for instance, which assignments are good for Dili, or for Purple Duty Officers (is that any Cluster Exploration Assignment?)
- List of Space and Ground abilities and the Duty Officers that have them, so for example, I can brose which Active Ground abilities are available and then what Doffs I need for them.
Maybe I am dense and just couldn't find the right page, the wiki has a "personality" and not all the search terms I type in take me to the place I expect, so any guidance is appreciated!

I remember going to the wiki and finding the inverse of what you're asking about. It listed the DOff specializations and from there you could look up what space/ground abilities they might have.

The colonization, refugee, defection, and officer exhanges found near DS9 are the only consistent purple DOffs rewards on criticals. I've also gotten purples from criticals on the species specific recruitments you can get while patroling the sectors, but I may have also gotten blues & greens too (can't remember, been a while since I've had room to collect more of 'em)
Dilithium rewards are pretty standard. Typically the standard reward of 5 turns into 50, 50 to 100, & 250 to 500 on crits. There are exceptions like the 3-day refugee camp investigations that reward 1000 on a critical, 2000(?) for shipping prisoners off to labor camps, the fleet ore mining assignment, or a handful of others. But in my opionion, the best way to DOff for Dil is contraband, contraband, contraband.

Most of the Doffs in the game are both randomly generated AND randomly awarded by pure luck and there are THOUSANDS of them. You can look at this, for the specializations and active roster abilities: http://sto.gamepedia.com/Duty_officer#Specializations
Each specialization has a list of the unique Doffs with that specialization (e.g. Tanan the Gravimetric Scientist) and then some Starfleet/KDF buttons to look at some (all?) of the randomly generated versions of that specialization, but it would be pointless to try and search the exchange for the randoms by name because there are so many.

Nitpicking is a time-honored tradition of science fiction. Asking your readers not to worry about the "little things" is like asking a dog not to sniff at people's crotches. If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.
The most common missions offer only 5 dilithium from what I recall and when you get a critical success I believe that increases to 125 dilitihiums.
To tell you the truth I don't really look very closely at the dilithium reward, I focus more on the increasing the commendation skill itself. Every time you increase a commendation skill level you get a free Doff (Lt. Ferra at the Academy will contact you). The quality of the Doff increases as your level goes up. So getting to level 1 will give you a While Doff, getting to level 4 will give you a Purple Doff. Lt. Ferra will give you a selection of Doffs to choose from.
Assigning better quality Doffs increases your critical success chances in the long run. I will start looking at the exchange for Doffs, I've read that they can be expensive though like 50 million ECs for a Purple Doffs of specific species. I will probably aim for Blue Doffs if they do not cost an arm and a leg.
If you are looking to farm dilithium, then I recommend do missions that rewards dilithium. Many daily missions offers dilithium as a reward. The sector Borg attacks offer 480 I believe (plus one leveled equipment). Only the 1st one that you successfully complete for each sector will give you a reward. These are random MMO sector events so you need to be in that specific sector when the Red Alert appears. On one good day I had 7 (in different sectors) of these random Borg red alerts, in 6 of them the Borg was defeated which gave me a total of 2,880 dilithium.
There is also a daily missions for "Visit Strange new Worlds" or something like that. You should also take another daily mission where you explore a sector for 3 worlds. The reward is 1,440 dilithium and is it a bit more consistent than waiting around for random Borg missions.
You should also try doing a Foundry mission (community created missions) the 1st one you do every day will give you something like 2,400 dilithium. The quality of the missions vary, but I do one about every other day just for the dilithium.
You can do a Google search on dilithium farming since there are many ways to do it. It seems dilithium farming as a Klingon in the KDF is relatively easy. For example, there is a repeatable "Welcoming the Federation" mission that gives you 1,440 dilithium for destroying 3 groups of Federation starships. Each group has 6 squadrons, each squadron can have 1 to 3 starships depending on the type; like 1 battleship, 1 cruiser or 3 frigates. Therefore, a group could be a total of 6 to 18 destroyed ships. I prefer going up against a battleship because it is easier to focus on a single target and it also offers the best chances for good loot drops. Each group must be separate encounters. Destroying 100 ships in a single encounter still only counts as "one group".
I mostly play Federation, KDF I play every other day for 2 or 3 hours. I think the most dilithium I earned in a single day was about 10,000. However, that day I was playing STO for 10 hours and it was the day I (and others) had defeat the Borg in 6 out 7 sectors.

Which makes sense to me: you know what abilities you use and seek to find how to enhance them.
Probably easiest to learn what department the DOFF belongs to is browsing the exchange, they are grouped very neatly there.
