I can admit that what i want in a ship is nearly impossible, but im looking for a ship that can deal a semi formidable amount of dmg in pve, but the way i play the shields need to be able to stay up and not below 50% at any point. once again i understand that this kind of ship is impossible and a ship like this would probably be too OP for it to even be implemented. but does anyone know of a ship that would come close?

DD. With a cmdr engineer, you can have 2 copies of EP2s along with whatever else. With a ltcmdr sci, you can have transfer to shields and if you want, sci team heal or whatever else. With a ltcmdr tac, you can have tac team. With 8 weapons, it can do fine damage, though it turns slow. I am still tinkering with mine but for pve you could use for example 180 cannons up front and turrets in back, maybe one launcher up front, 2 copies of scatter.... or you could try dual beam banks. Or you could try beam arrays. It turns a bit slowly, but it is plenty tough.
You will need a very good shield .... and never say never, if the hive onslaught borg taps you with a beam, no shield will survive that sort of hit. You might try the shield that heals when it hits zero on a facing, but the fleet shields seem better. Good resists will help a lot too.

That's hard to do with a Romulan ship. The only ship I've found that can consistently perform like that is the D'deridex(which is probably the reason I keep coming back to it), but you'll have to run beams with BFAW and Attack Pattern Beta on it to do meaningful damage.
I imagine the Haakona can perform similarly with a bit more specialization of its choice.
If you're looking at a freebie, the Ha'nom and Ha'apax are good choices, both are quite durable and can lay down some considerable hurt if you use them properly.
If you're willing to drop some coin, the D'd retro is a contender to do what you're asking of it, however I would highly recommend checking out the Tyton Class hybrid, especially if you picked up the secondary-deflector and the hybrid technology set from the FE.
Fully kitted out with the above mentioned, shield hit points are through the roof, you have quantumn absorption + advanced metaphasic shields for 'oh TRIBBLE' moments, the protonic shield matrix console, shield leeching added to several science abilities (doesn't seem like much, but trust me, it helps), and all that comes from only 6 pieces of equipment, of which 1 is a console, leaving 9 more console slots available to take things REALLY over the top.
Ive heard they have a shield bleedthrough problem. and although i probably wouldnt mind spending some money. the problem is i dont have it to simply spend on ships considering they are all at least 20 for lvl capped ones

Patience & dil farming if you want a ship badly enough. 2500 zen is a little over 40 days of 8k per day farming. If you had 2 chars you would have it inside a month, and with 3, in right at 2 weeks. Tedious, but like I said, if you want it badly enough...
The DD can be had with fleet marks and modules. Which is a little easier as credits are easier to make and no limits per day. An industrious char could earn all 4 fleet modules in a week or 2, its only 32 mil or so. BO prices are down but I still sold one for half that this week, and average one a week roughly. Of course that means a fleet with access. If you are not in one atm, getting access could take months for some of the stricter fleets.
Now what is an easyer way to make EC since i end up spending so much on rep projects and other expences i never seem to have enought to afford good consoles and the fleet mods

Allow me to let you in on a little secret. A resilient shield with at least one [reg] mod, Field Stabilizing Singularity Core, two copies of Emergency Power to Shields 1, and at least one copy of Transfer Shield Strength 1 or 2.
Suddenly your shields stay up! It's amazing. Almost broken! NERF NAO!!!
And if you're having issues dealing damage as a Romulan... that's not the ship. Considering you can very VERY easily get 5 BOffs with at minimum Romulan Operative, your crit chance should be stupidly high, as should your crit severity, which means you should still be dealing moderate damage, even with turrets.
Or you can do what a lot of us did. SCIMITAR FTW!!!!
Sarcasm aside, what ship did you exactly have in mind? If you give us a ship you want to use, most of us can give at least competent builds that will survive well and deal damage, and some of us will give you insanely good builds that will do everything and then some (I'm looking at you Dahminus and Baudl).
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
