I bought a Life time account and then made two new toons. Both are still level 3 so i'm not really expecting the Veteran rewards to kick in yet, but I was wondering when they will. Do those toon now have to wait the X number of days before they can get the Fed space suit or Android officer?

I think you can get anything you can use right off -- so I think you can get a monkey or suit right away, while your vet ship cannot be purchased until 45 or 50 or something. But as soon as you can use it, it should unlock, so your officer and all should be there.
K. I hadn't really checked on the officers, but I know the suit console isn't lit up yet.

They kick in as soon as you finish the tutorial episodes. It's pretty quick. You'll notice because you'll suddenly be spammed with tons of messages of all the stuff you are suddenly awarded.

Veteran Perks kick in at Level 5, regardless if you have finished the Tutorial or not.
As for the EV suit and Android, if you're a lifetimer, no, you get them as soon as you get your Vet perks.

Take note, however, that if you are playing a Romulan you cannot get your Android until you join with either the KDF or Federation, and you cannot claim the Romulan EV suit until getting to New Romulus Command.
