judging based in part of what Hakeev stated, the iconians know about the plans in the alpha/beta quadrants including that of the Tal Shiar superstate. its possible the iconians could of punished her for her defying hakeev and his group and besides throwing in with him and his merry band and then abandoning them. they know everything he stated, so they know about the holographic conditioning tech, its possible she could be implanted with that and sent back to be the pawn, eyes and ears of the iconians?
but yeah, anything is possible with the storyline.

In order to explain Sela, I must tell you about a different character first, one named Tasha Yar. She was the head security/tactical officer aboard the Enterprise D, as shown in Next Generation. Tasha was around for about half a season before her actress, Denise Crosby, decided that the role wasn't meaningful enough and she asked to be released from her contract. Her character, Tasha, was subsequently killed by a being of pure evil named Armus in a brutal and senseless display of power.
Fast forward several years. The Enterprise comes across a space/time disturbance, and the Enterprise C comes through. C had been under attack by Romulans after answering a distress call from a Klingon colony. The disappearance of the C from its native time led to an alternate future where the Federation was still at war with the Klingons, BUT, because of that, Picard and co weren't going around exploring random planets, and so Tasha Yar was STILL ALIVE.
The decision is made to send the C back to whence it came, even though there was a 100% chance they'd all just die anyway (it was reasoned that the heroic sacrifice of a federation vessel would avert decades of war. They were right). But, before they left, Tasha decided to go with them, both because she was infatuated with a C crewman, and she found out from Guinan (the D's vaguely space/time-sensitive barkeep) that Tasha wouldn't be alive in the "corrected" timeline.
So the C is sent back in time 25-odd years and the timeline is supposedly 100% restored, with no one on the D the wiser as the rift closes. This is where the STO mission "Temporal Ambassador" picks up, in between the time the C flew through the rift, but somehow before it gets to the other side to defend the Klingon colony.
Fast forward another year: The Enterprise runs afoul a new Romulan enemy, a strangely blond-haired, half Romulan/ half human named Sela. She reveals that she is the daughter of the time-displaced Tasha Yar, and a Romulan general who had imprisoned and became enamored with her. Sadly, that version of Tasha was killed in an escape attempt, for which Sela hates her and all humans.
From there, STO picks up the story, with her becoming a high ranking general, despite her repeated failures, and eventually crowning herself Empress in the chaos and confusion following Romulus going boom. It's not quite THAT simple, there were like, 5-12 other folks who tried to seize power but were all assassinated, but that's the basic gist.
That should be pretty much everything you need to know, and is about 4.5 hours of fine television. Well, maybe not "Skin of Evil", but the rest certainly. All on Netflix, enjoy.

I would wager that donatra was on a mission to liberate specific romulans and remans from the borg and that hakeev was among them but the mission went wrong and she became assimilated or perhaps was part of her plan so that omega force could put a stop to them but then they sent her to destroy you instead.
the odd thing about her is the fact she retains her uniform, rank and name, and has hardly been assimilated, rather than being given a borg designation and recieving the stadard body armour etc... I suspect there is more to her situation that we can surmise form the given info, also she still retains command of the valdore, albeit an assimilated valdore, this is again a none standard borg tactic, they tend to rely on their own vessles rather than using assimilated ones (cure is perhaps the only other time u encounter them), I wonder that with the death of 2 queens and the recent infection of the collectibve, I suspect something interesting may have happened within the command/hive structure of the collective, also since when do the borg utilise escape pods, which is how donatra escapes khitomer.
