I have a subscription, but the "asset" page says I have a 10 million EC cap. What gives? Is it a UI bug? or is something else going on? The sub ad page says limit should be 1 billion cap for subs.

As a sub you should have the 1 bil limit. I'd say sell something for 550k and see if you go to 10,050,000 or stay at 10,000,000.
Worst case scenario, you lose 50k. But you find out either way, and if you do lose the 50k you can send in a ticket.

Ec over 10 million is not lost if you go back to a non paid account. you just can no longer earn any ec until it drops below the 10 million.

So if he had 20M then stopped paying and now it says 10M and spends 1M, he'll still have 10M? Like the overflow inventory bag? If not, then that other 10M is lost.

Nope if he has 20 million in the bank then goes back to F2P he has 20 million in the bank if he spends 1 million he now has 19 million. He just can not GAIN any more ec. So in that example he has 20 million and goes back to F2P. but gets a console that he wants to sell for 500,000ec, he puts it on the exchange at 500000, it sells but he loses that ec cause he no longer has the increased ec cap. He still has 20 million but until he spends 10000001 ec he can not gain any more and then he would only gain the 1ec.

Did you JUST subscribe? If so, you need to relog to see the effects.

So his extra 10M is held ransom to his further payment. If he never pays it's gone. Interesting mechanic.
As tangolight has said it is not held in ransom he can spend away and the amount will be taken from the 20 mil total. Once you drop below 10mil then you can start earning them again, until then any EC earned is lost forever.
OP if this is your first sub it can take a little while to go through the clearing process that is there as a fraud prevention. Check with your bank and see if the payment has gone through or if it is being held up for some reason.
If you go back to f2p, then convert enough dil for 500 zen and then buy the EC limit unlock. It's worth it.

Actually, I think there's some coding on the exchange that prevents players from selling an item for more than their cap, if not preventing them from selling an item that would prevent them from capping in the first place...
To wit: If I was a F2P without the EC expansion, I could not list an item on the exchange for more than 10 mil, as that is my cap. If I was a F2P with the EC expansion, then I could sell stuff for tons and tons of money. Said coding was implemented to prevent people from losing money on their sale(s).

AFAIK, no, there is no such security feature. It'll happily let you exceed your money cap (and have it go poof) no matter how you're getting the money (vendor or the AH).

That's correct. I've seen too many threads of people complaining they sold something for millions of EC, and losing most or all of it because they were at cap.
